CYBERSECURITY INFRASTRUCTURE
5351. SHRI BASTIPATI NAGARAJU:
Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state:
(a) the details of the cybersecurity infrastructure established by the Government to protect the data
of Central Government institutions, State Government bodies and private data of citizens from
hacking and other cyber breaches;
(b) whether there have been any major cyber breaches in recent years that resulted in or attempted
to result in the theft of data and if so, the details thereof and if not, the reasons therefor;
(c) the details of remedial and preventive measures undertaken by the Government in response to
such breaches;
(d) whether the Government has conducted any audits, inspections or infrastructure checks to test
and ensure the integrity and resilience of its digital infrastructure;
(e) if so, the details thereof including the private entities being collaborated with and if not, the
reasons therefor; and
(f) whether there are funds allocated to further develop and strengthen digital infrastructure to
safeguard and protect sensitive data and if so, the details thereof and if not, the reasons therefor?
ANSWER

(a) to (f): The policies of the Government of India aim to ensure a secure and trustworthy
cyberspace. The Government has undertaken various measures to strengthen India's cyber
security infrastructure and prevent cyber breaches in the country which, inter alia, includes:
I. The Indian Computer Emergency Response Team (CERT-In) is designated as the national
agency for responding to cyber security incidents under the provisions of Section 70B of
the Information Technology Act, 2000.
CERT-In coordinates incident prevention and response measures with organisations,
service providers and sector regulators.
II. National Cyber Coordination Centre (NCCC) implemented by CERT-In, examines the
cyberspace to detect cyber security threats.
NCCC shares the information with concerned organisations, state governments and
stakeholder agencies for taking action.
III. Cyber Swachhta Kendra (CSK) is the Botnet Cleaning and Malware Analysis Centre that
helps to detect malicious programs and provides free tools to remove the same.CSK also provides cyber security tips and best practices for citizens and organisations.
IV. CERT-In operates an automated cyber threat intelligence exchange platform for sharing
tailored alerts with organisations across sectors for proactive threat mitigation.
V. The Government has established National Critical Information Infrastructure Protection
Centre (NCIIPC) for protection of critical information infrastructure in the country under
the provisions of section 70A of the IT Act, 2000.
VI. National Informatics Centre (NIC) provides Information Technology (IT) backbone
support to all Central and State Government bodies.
Information security policies and practices, in line with industry standards, are followed by
NIC at every level for cyber-attack prevention and data safeguarding.
VII. CERT-In has empanelled 237 security auditing organisations to support and audit
implementation of Information Security Best Practices.
A total number of cyber security audits conducted by CERT-In empanelled auditing
organizations for Government entities, including State Government and Public Sector
entities during last three years are as follows:

VIII. CERT-In conducts cyber security training programs in collaboration with Industry partners
to upskill the cyber security workforce in Government, public and private organizations.
IX. The budget allocated for strengthening cyber security infrastructure by Ministry of
Electronics and Information Technology (MeitY) during the last three years is as follows:
