Dairy Cooperatives in Rajasthan

Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state:
(a) the details regarding the employment generated by the milk chilling plants set up by
cooperative societies in Rajasthan, during the last five years;
(b) the details of the process followed by the major dairy cooperatives such as AMUL for setting
up new milk chilling plants, including site selection, procurement and the necessary food
safety compliances that need to be adhered to;
(c) the rates per litre being paid to the dairy farmers by AMUL and other major dairy cooperatives
in Rajasthan and the manner in which these rates are determined and communicated to the
dairy farmers; and
(d) whether the Government provides fiscal or technical support to milk cooperatives for setting
up processing plants in underserved areas and whether any information is available regarding
plans of AMUL or other major cooperatives to establish such plants in Rajasthan, particularly
in the Jhalawar-Baran Lok Sabha constituency and if so, the details thereof?

(a) As informed by National Dairy Development Board, No, milk chilling plants were set up
by Rajasthan Cooperative Dairy Federation (RCDF) and its affiliated milk unions in last five years.
In place of milk chilling plants, bulk milk coolers are currently being provided to milk cooperative
societies in the district milk unions of Rajasthan.
(b) Dairy cooperative societies with high milk procurement, clusters of societies with lower
procurement, with consideration of transportation costs, etc., are provided with Bulk Milk Coolers
(BMCs) as per the RCDF BMC allotment policy 2024. Furthermore, these BMC societies are
required to obtain a FSSAI food safety license.
(c) The milk procurement price is decided by the RCDF/Milk Unions based on the basis of fat
percentage in milk, market condition, demand supply gap, stock position, season/ weathercondition, availability of green fodder, etc. Milk procurement rate is communicated to dairy farmer
by rate chart prepared by district milk union.
The average milk procurement price per litre of milk for the month of October 2025 by
major Milk Unions in Rajasthan was Rs. 37.13 for Cow milk and Rs. 59.58 for buffalo milk
(including Rs.5 per litre subsidy paid by the Rajasthan Govt).
(d) The Department of Animal Husbandry and Dairy (DAHD), thorough its schemes provide
financial and technical support to the milk cooperatives for setting of milk processing plants. The
details are as under:
Animal Husbandry Infrastructure Development Fund (AHIDF) Scheme: As a lending agency,
NDDB has not sanctioned any project proposal under the AHIDF scheme in the state of Rajasthan.
Under the erstwhile Dairy Processing and Infrastructure Development Fund, (merged with
AHIDF), one project proposal of Bhilwara Milk Union, Rajasthan has been sanctioned with project
outlay of Rs. 79.33 Crore with loan sanctioned of Rs. 59.77 Crore under DIDF Scheme. As on 15
November 2025, loan of Rs. 55.35 Crore has been disbursed to Bhilwara Milk Union.
Project of Bhilwara Milk Union has been completed with creation of milk processing infrastructure
facility of 5 LLPD. The details of financial and physical progress for the projects sanctioned in the
State of Rajasthan under DIDF scheme are given below:

Further, currently, AMUL doesn’t have any plant in Jhalawar-Baran region. AMUL is catering to
this region through their contract manufacturing plant located in Kota.
