ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)(a) The Ministry of Fisheries Animal Husbandry and Dairying (MoFAHD), Government of India (GoI) is implementing the following schemes to supplement the efforts made by the State Government to upliftment of fisheries, animal husbandry and dairy industries; I. Department of Animal Husbandry and Dairying (DAHD): i. Rashtriya Gokul Mission (RGM). ii. National Programme for Dairy Development (NPDD) iii. Supporting Dairy Cooperatives & Farmer Producer Organisations engaged in dairy activities (SDCFPO) iv. Animal Husbandry Infrastructure Development Fund (AHIDF) v. National Livestock Mission (NLM) vi. Livestock Health and Disease Control Programme (LHDCP) II. Department of Fisheries (DoF): i. Pradhan Mantri Matsya Sampada Yojana (PMMSY) ii. Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) iii. Fisheries and Aquaculture Infrastructure Development Fund (FIDF) In addition to above, the Government of India with effect from the financial year 2018-19 has extended the Kisan Credit Card (KCC) facility to dairy and fish famers to help them to meet their working capital requirements. (b) to (d) Dairy processing Infrastructure Development Fund (DIDF) has been subsumed under Animal Husbandry Infrastructure Development Fund (AHIDF) from 01.02.2024, and now the Dairy Cooperatives are eligible to avail assistance through AHIDF as per the Operational Guidelines. The details of projects sanctioned State-wise/ Project wise including Maharashtra under DIDF and financial progress is at Annexure-I. (e) In erstwhile DIDF and ongoing AHIDF, no project from Yavatmal has been sanctioned. (f) The Evaluation Study report of NITI Aayog on Agriculture, Animal Husbandry and Fishery Sector schemes submitted in 2020, in which DIDF was evaluated and the finding was “DIDF scheme is recommended to be continued with focus on development of processing infrastructure and the scheme should be fast tracked”. Department of Expenditure and NITI Aayog suggested department to merged DIDF into AHIDF. Accordingly, the scheme has been subsumed under AHIDF and the applications are invited through online portal (ahidf.udyamimitra.in). (g) and (h) The number of projects approved and completed under the scheme and the additional milk processing capacity created, State-wise including Maharashtra is at Annexure-I. The projects of Milk Unions of Mysore, Hassan, Tumkur, Thanjavur, Trichy and Sabarkantha (project at Rohtak) and Tamil Nadu Federation are delayed due to procedural delays in implementing the scheduled civil works and supply & installation of plant & machinery. (i) Project monitoring under AHIDF is undertaken jointly by the Project Sanctioning Committee (PSC), Project Approval Committee (PAC) and Project Management Agency (PMA), wherein the PSC/PAC will hold quarterly meetings to review approved projects, with the PMA collecting progress data from EEs and Banks on physical andfinancial achievements for submission to PSC. DAHD, GoI regularly reviews the implementation of the scheme through review meetings with States and concerned Stakeholders. (j) The Eligible entities for availing benefits for the dairy processing and value addition infrastructure under the AHIDF Scheme are Farmer Producer Organization (FPO), Private companies, Individual entrepreneurs, Section 8 companies, Micro Small and Medium, Enterprises, Dairy Cooperatives. Under AHIDF 161 projects have been sanctioned including Maharashtra.
