SMT. HARSIMRAT KAUR BADAL: Will the Minister of JAL SHAKTI be pleased to state: (a) the number of irrigation canals, embankments, tubewells and water-supply structures damaged in Punjab during the floods of 2023 and 2025; (b) the total estimated cost of restoration submitted by the State Government of Punjab; and (c) the amount of Central assistance released for restoration under any ongoing schemes? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (c) The damage data of irrigation canals, embankments, tubewells and water-supply structures is not maintained centrally. Government of Punjab has informed that total length of embankment damaged during the floods of 2025 is 21.36 km on river Ravi, Beas, Sutlej and Ghaggar. The State Government of Punjab spent Rs. 192 Crore for restoration of the damaged embankment. As per the National Policy on Disaster Management (NPDM), the primary responsibility for disaster management, including disbursal of relief assistance on ground level, rests with the State Governments concerned. The State Governments undertake relief measures in the wake of natural calamities, from the State Disaster Response Fund (SDRF) already placed at their disposal, in accordance with Government of India approved items and norms. The Central Government supplements the efforts of the State Governments and provides requisite logistics and financial support. Additional financial assistance is provided from National Disaster Response Fund (NDRF), as per laid down procedure, in case of disaster of ‘severe nature’, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT). The details of the funds allocated and released under SDRF/NDRF to the States are available on Disaster Management, MHA’s website i.e. ndmindia.mha.gov.in.
