Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Union Government has compiled data on urban housing
shortages under Pradhan Mantri Awas Yojana-Urban (PMAY-U),
Affordable Rental Housing Complexes (ARHC) and the Urban
Infrastructure Development Fund during each of the last three years and
if so, the details thereof, State-wise;
(b) the status of proposals submitted by the State Government of Tamil
Nadu seeking Central Assistance to address housing gaps in rapidly
urbanising cities and high-concentration areas;
(c) whether any affordable housing, rental housing or urban infrastructure
projects from Tamil Nadu have been approved or are under
consideration under PMAY-U or ARHC; and
(d) if so, the details thereof including sanctioned units, Union share
released, pending dues, if any, completion timelines and the reasons for
any delays in approvals or fund releases?

(SHRI TOKHAN SAHU)
(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with basic
civic amenities to eligible urban beneficiaries across the country. The
scheme is implemented through four verticals i.e., Beneficiary Led
Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum
Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS).

Based on the learnings from the experiences of implementation of PMAY-U,
MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for
All’ Mission with effect from 01.09.2024 for implementation in urban areas
across the country to support 1 crore additional eligible beneficiaries in
next five years. PMAY-U 2.0 is implemented through four verticals i.e.,
Beneficiary Led Construction (BLC), Affordable Housing in Partnership
(AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).
PMAY-U and PMAY-U 2.0 are demand driven schemes with no fixed housing
targets by the Government of India. As per the guidelines, States/Union
Territories (UTs) are responsible for identifying beneficiaries, planning and
executing projects and allotting completed houses. Citizens can apply
through the Unified Web Portal of PMAY-U 2.0, where States/UTs/Urban
Local Bodies (ULBs) verify applications at multiple levels based on
eligibility criteria. After demand assessment and beneficiary validation,
States/UTs prepare project proposals, which are approved by the State
Level Sanctioning and Monitoring Committee (SLSMC) and then submitted
to the Ministry for sanction of Central Assistance by the Central
Sanctioning and Monitoring Committee (CSMC). The scheme guidelines and
Unified Web Portal for submitting the online applications can be accessed
through https://pmay-urban.gov.in.
Based on the project proposal submitted by States/UTs, a total of 122.28
lakh houses for the beneficiaries belonging to Economically Weaker
Section (EWS) and Lower Income Group (LIG), have been sanctioned under
PMAY-U & PMAY-U 2.0 by the Ministry, so far. Out of which, 114.84 lakh
houses have been grounded and 97.02 lakh are completed/delivered to the
beneficiaries across the country as on 22.01.2026. The State/UT-wise and
year-wise details of houses sanctioned and completed/delivered to the
beneficiaries during each of the last three years under PMAY-U & PMAY-U
2.0 are at Annexure-I.
Based on the proposals received from State Government of Tamil Nadu, a
total of 6.79 lakh houses have been sanctioned by the Ministry including
12,048 houses under PMAY-U and PMAY-U 2.0. Out of which, more than
6.69 lakh have been grounded and 6.20 lakh are completed/delivered to the
beneficiaries in the urban areas.

MoHUA launched Affordable Rental Housing Complexes (ARHCs) as a sub-
scheme of Pradhan Mantri Awas Yojana - Urban (PMAY-U) to provide
dignified living to urban migrants/poor near their workplace. This scheme is
implemented through two models:
i. Model-1: Utilizing existing Government funded vacant houses
constructed under Jawaharlal Nehru National Urban Renewal Mission
(JNNURM) and Rajiv Awas Yojana (RAY) to convert into ARHCs
through Public Private Partnership (PPP) or by Public Agencies,
ii. Model-2: Construction, Operation & Maintenance of ARHCs by
Public/Private Entities on their own available vacant land.
Under Model-1, so far, 5,648 existing Government funded vacant houses
have been converted into ARHCs in different States/Union Territories (UTs).
Under Model-2, MoHUA has approved proposals for 82,273 new ARHC units
in 7 States, of which 35,425 have been completed and remaining are under
different stages of initiation/construction. These ARHCs provide dignified
living with all civic amenities to the eligible beneficiaries at an affordable
rate. A total of ₹173.89 crore of Technology Innovation Grant (TIG) has
been sanctioned, of which ₹83.26 crore has been released under ARHCs.
A total of 53,318 units under ARHCs have been approved for State of Tamil
Nadu, of which 36,450 have been completed. A total Technology Innovation
Grant (TIG) of 112.28 crore has been sanctioned, of which 68.53 crore has
already been released. There have been no delay in release of funds. The
details of houses sanctioned, grounded, completed/delivered to the
beneficiaries and Central Assistance released in the State of Tamil Nadu
under PMAY-U & PMAY-U 2.0 since its inception are at Annexure-II.
