DECENTRALISED SOLAR ENERGY GENERATION

Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) the number of families benefitted under the Pradhan Mantri Surya Ghar Muft Bijli Yojana
(PM-SGMBY) in the country so far especially in Uttar Pradesh along with the number of
beneficiaries and rooftop solar power plants installed in Hathras district;
(b) whether the Government proposes to make provision for easy bank loan facilities on the
investments made by beneficiaries under this scheme to enable low-income households to
avail its benefits;
(c) whether any special incentive or assistance is being provided to State Governments and
local bodies to promote decentralized solar energy generation;
(d) if so, the details thereof; and
(e) the steps being taken by the Government to expand rooftop solar capacity and strengthen
grid integration in various States including Uttar Pradesh?

(a) Under the PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY), since its launch in February
2024, a total of 41,19,791 rooftop solar (RTS) systems have been installed, benefitting
49,62,050 households across the country, as on 31.07.2026.
In the state of Uttar Pradesh, a total of 7,15,952 RTS systems have been installed, benefitting
7,23,616 households under the scheme, as on 31.07.2026. In the Hathras district of Uttar
Pradesh, a total of 4508 RTS systems have been installed, benefitting 4510 households under
the scheme.
(b) To enable low-income household to avail the benefits of the PMSG: MBY, following
provisions have been made:
(i) Higher central financial assistance upto 60% of the benchmark cost for the first two
kWp of RTS capacity.
(ii) Availability of collateral-free loan from nationalized banks at a concessional interest
rate of repo-rate plus 50 bps, i.e., 5.75% per annum for the present, with a tenure of 10
years. The loan can be applied on National Portal of the scheme with integration of
JanSamarth portal.
(iii)Included RESCO/Utility-Led Aggregation (ULA) Models.(c) & (d) The PMSG: MBY has following provisions provision to State Governments,
DISCOMs and local bodies to promote decentralized solar energy generation through RTS:
(i) Incentives to DISCOMs based on incremental RTS capacity addition during a
financial year as compared to previous year,
(ii) Financial support upto Rs. 1 Cr per village for development of Model Solar
Villages, one in each district, and
(iii) Incentive of Rs. 1000 per RTS installation to local bodies including Panchayat Raj
Institutions (PRIs) at the Gram Panchayat level so that they are able to push the
deployment of residential rooftop solar within their respective jurisdictions and
undertake local mobilization efforts to maximize the number of installations under
the scheme.
(e) To increase the installation rate and promote adoption of the scheme across the country,
including the state of Uttar Pradesh, the Ministry has taken the following measures:
• Online process from application to disbursal of subsidy directly into the bank account of
the residential consumer through the National Portal.
• Availability of collateral-free loan from nationalized banks at a concessional interest rate
of repo-rate plus 50 bps, i.e., 5.75% per annum for the present, with a tenure of 10 years.
• Simplified the regulatory approval process by waiving technical feasibility requirement and
introducing auto load enhancement upto 10 kW.
• Net metering agreement has been made part of application in the National Portal
eliminating the need for its separate approval.
• Provisions for net-metering for residential electricity connections as per regulations issued
by respective state electricity regulatory commissions.
• Simplified process for registration of vendors to ensure sufficient and qualified vendors are
available.
• Capacity building and training programmes being conducted for creating skilled manpower.
• Creating awareness about the scheme, through awareness and outreach program such as
print advertising in leading newspapers, TV commercials campaigns, Radio campaigns
across FM stations including regional channels, etc., in the country.
• Regular monitoring of the progress of the scheme at different levels including with
states/DISCOMs.
• Conducting regional review meetings from time to time.
• Established grievance redressal mechanism for timely resolution of grievances. A Call
Centre with telephone number 15555 is operational in 12 languages.
Further, MNRE and REC ltd., as the National Programme Implementing Agency (NPIA), for
PMSG: MBY, work in close coordination with all the DISCOMs, for effective implementation
of the scheme.
