Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) whether the Government has formulated any special scheme to promote decentralised solar energy
in remote tribal and hilly districts such as Karbi Anglong in Assam;
(b) if so, the details thereof including funding and implementation status;
(c) whether the Government supports rooftop solar installations for Government buildings, schools
and health centers in underserved areas and if so, the details thereof;
(d) whether the Government proposes to expand such decentralised solar initiatives in the North
Eastern Region, especially in Karbi Anglong and Dima Hasao and if so, the details thereof; and
(e) whether any villages or public institutions in Karbi Anglong have been covered under these
initiatives and if so, details thereof?

(a) & (b) Ministry of New and Renewable Energy (MNRE) is implementing the New Solar Power
Scheme (for Tribal and PVTG Habitations/Villages) under Pradhan Mantri Janjati Adivasi Nyaya Maha
Abhiyan (PM JANMAN) and Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA JGUA). Under this
scheme, off-grid systems (Solar Home Lighting Systems/Solar Mini Grids) are provided to tribal and
PVTG households, multi-purpose centres (MPCs) and public institutions in Tribal and PVTG areas,
where electricity supply through grid is not techno-economically feasible.
The Government is providing a Central Financial Assistance (CFA) under the scheme, the details of
which are given at Annexure-I.
As on 30.06.2025, 2805 nos. of households have been benefitted, the details of which are given at
Annexure-II.
(c) Saturation of Government buildings by installation of rooftop solar is one of the components of the
PM Surya Ghar Muft Bijli Yojana. Detailed guidelines in this regard providing various implementation
models and allocating Central Public Sector Enterprises (CPSEs) with experience in deployment of
renewable energy technologies to assist Central Ministries & States/UTs in deploying rooftop solar on
their buildings, has been issued.
(d) & (e) The New Solar Power Scheme (for Tribal and PVTG Habitations/Villages) under PM
JANMAN and DA JGUA is implemented in tribal and PVTG areas of the country including North
Eastern Region. No village or public institution in Karbi Anglong have been covered under the scheme,
so far.
In addition, the Government is also implementing PM Surya Ghar Muft Bijli Yojana (PMSG:MBY) and
Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) schemes to promote
decentralised solar initiatives in country including North-Eastern region.
