ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) to (c) The Ministry of New and Renewable Energy (MNRE) is implementing PM Surya Ghar Muft Bijli Yojana (PMSG: MBY) launched in February, 2024, aims to achieve rooftop solar (RTS) installations in one crore households, in the residential sector by FY 2026-27. The PMSG: MBY is a demand driven scheme wherein all residential consumers in the country, including the state of Andhra Pradesh, having grid connected electricity connection of the local DISCOM can avail the benefits of the scheme, for installation of RTS systems, by applying on the National Portal of the scheme. Under the scheme, a total of 95,722 RTS systems have been installed, benefitting 98,822 households as on 04.02.2026 in the state of Andhra Pradesh. MNRE is also implementing Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM KUSUM) launched in March 2019, to enable the installation of standalone solar pumps, solarization of existing grid-connected agriculture pumps including through Feeder Level Solarasation, and installation of solar power plants on farmer’s land. The scheme is demand driven and capacities are allocated based on demand received from the States/UTs. Based on the demand received from the state of Andhra Pradesh, a total of 2,93,587 pumps have been allocated for solarisation under Feeder Level Solarisation of PM-KUSUM scheme to the state.Further, MNRE is implementing the New Solar Power Scheme (for Tribal and PVTG Habitations/Villages) under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA JGUA). Under the scheme, off-grid systems (Solar Home Lighting Systems/Solar Mini Grids) are provided to tribal and PVTG households, multi-purpose centers and public institutions in Tribal and PVTG areas where grid-connected electrification is not techno-economically feasible. Based on the proposals received from the State Implementing Agencies of Andhra Pradesh, the Ministry has sanctioned electrification of a total of 1,675 PVTG households under the PM- JANMAN component, of which 967 households have been reported electrified as on 31.12.2025. To promote decentralised solar adoption such as installation of RTS systems under the PMSG: MBY and for addressing issues relating to financing, net metering and grid integration across the country including Andhra Pradesh, the Ministry has taken following measures: • Online process from registration to disbursal of subsidy directly into the bank account of the residential consumer through National Portal. • Availability of collateral free loan from nationalized banks at concessional interest rate of repo-rate plus 50 bps i.e. 5.75% per annum for the present, with tenure of 10 years. • Simplified the regulatory approval process by waiving technical feasibility requirement and introducing auto load enhancement upto 10 kW. • Included RESCO/ Utility led Aggregation (ULA) Models. • Net metering agreement has been made part of application in the National Portal. *****
