SHRI MAHENDRA BHATT Will the Minister of EXTERNAL AFFAIRS be pleased to state :- (a) whether India is contemplating to make a defence agreement with the European Union; and (b) the main issues covered and by when this agreement would be finalized? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH) (a & b) The India-EU Security and Defence Partnership was signed at the 16th India–EU Summit co-chaired by Prime Minister Modi, and President of the European Council Mr. António Costa and President of the European Commission Ms. Ursula von der Leyen in New Delhi on 27 January 2026. The Security and Defence Partnership is the first overarching framework agreement on defence and security cooperation between India and the European Union. It will deepen India-EU cooperation across traditional and non-traditional defence and security domains, including maritime, cyber, space, hybrid, counter-terrorism, non-proliferation, defence industry, emerging technologies and critical infrastructure resilience. It also covers coordination in multilateral fora, supporting UN peacekeeping, and collaboration on training and education. *****
