Parliament Question: Delay in completion of houses under Pradhan Mantri Awas Yojana - Gramin

Rajathi : Will the Minister of Rural Development be pleased to state: (a) the total number of houses completed under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) during the last two financial years; (b) whether there has been a decline in the completion rate; (c) if so, the reasons for such decline; (d) the total central assistance released to each State for the completion of these houses during the last two years; and (e) whether the Standing Committee on Rural Development and Panchayati Raj (2024-25) recommended that with the rising construction costs and inflationary pressures, the financial assistance provided under the scheme should be increased to four lakh rupees? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a) to (c): The Ministry of Rural Development is implementing the Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) w.e.f. 1st April, 2016 to construct 4.95 crore houses by March 2029 by providing assistance to eligible rural households with basic amenities to attain the goal of “Housing for All”. The Ministry of Rural Development has allocated a target of 4.14 crore houses to the States/UTs under PMAY-G, against which more than 3.90 crore houses have been sanctioned by States/UTs and more than 2.98 crore houses have been completed as on 16.03.2026. During the last two financial years, a total of 34,57,276 houses have been completed under PMAY-G. The pace of implementation varies across States and from time to time and depends upon balance number of houses for completion, saturation of SECC 2011 and Awaas + 2018 lists, early sanction of houses against targets by the States, timely release of funds from the State Treasury, motivating the beneficiaries for early completion, challenges due to migration, disputed succession of deceased beneficiaries, delay in allotment of land to landless beneficiaries by the States/UTs and at times administrative delays due to General/Assembly/Panchayat elections also. The States have also onboarded on a new model of fund release called SNA-SPARSH which will improve fund management and accountability in fund release to the beneficiaries. The timeline for completion of the Phase II of PMAY-G is March, 2029. Page 1 of 3(d): The total central assistance released to each state during the last two years under PMAY- G is given at Annexure. (e): The Standing Committee on Rural Development and Panchayati Raj (2024-25) recommended to revise the per unit assistance under PMAYG through suitable hike in the assistance component for the much-required augmented help to the needy beneficiaries. Under Pradhan Mantri Awaas Yojana Gramin (PMAY-G), in addition to the unit assistance of Rs. 1.20 lakhs in plain areas and Rs. 1.30 lakhs in North-Eastern States, Hilly States (including UTs of J&K and Ladakh), the beneficiaries are facilitated with 90/95 person days of unskilled labour wages through mandatory convergence with Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). Support of Rs. 12,000 for construction of toilet is also provided through Swachh Bharat Mission - Gramin (SBM-G), MGNREGS or any other dedicated source of funding. The PMAY-G converges with various Government programmes to provide benefits of piped drinking water, electricity connection, LPG gas connection, solar lanterns and cleaner cooking energy, solar roof top etc. to the beneficiaries.
