Parliament Question: Delay in Disbursement of PMGSY Funds

Shri Vijayakumar Alias Vijay Vasanth: Shri Suresh Kumar Shetkar: Shri Manickam Tagore B: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Central Government has delayed the disbursement of funds under Pradhan Mantri Gram Sadak Yojana (PMGSY) to several States during the last two financial years; (b) if so, the details of pending payments, State and district-wise, particularly in Tamil Nadu, Telangana, Karnataka, Andhra Pradesh and Kerala; (c) the reasons for such delays despite work completion certificates submitted by States; (d) the steps taken to ensure timely financial support for ongoing and upcoming PMGSY projects; (e) whether a significant number of PMGSY roads remain unconnected to major district roads or National Highways, if so, the details thereof; (f) the number of rural habitations still lacking all-weather connectivity to the nearest highway network; (g) the roadmap for integrating PMGSY roads with National Highway Development projects; and (h) the steps taken to ensure seamless rural-to-urban transport corridors across the country? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) to (d): The funds to the States are released on the basis of works in hand, their execution capacity & performance and unspent balances of the previous releases available with them. Funds are Page 1 of 4released to the States only after compliance with Pradhan Mantri Gram Sadak Yojana (PMGSY) guidelines. There is no such case where any State has not been disbursed funds after complying with PMGSY Guidelines. The details of Central Share of funds allocated/released and road length completed State-wise, including in Tamil Nadu, Telangana, Karnataka, Andhra Pradesh and Kerala, during last two years is given as Annexure. Due to constraints such as land availability including forest clearance, contracting capacity with the State, compliance with model code of conduct for elections, there have been delays in few projects in some of the States. The implementation of rural roads under PMGSY is regularly reviewed in various meetings such as Regional Review Meetings (RRMs), Performance Review Committee (PRC) Meetings, Pre-Empowered/Empowered Committee Meetings, monthly review/ periodic review with the States. In addition to this, special review meetings are also held by Secretary/ Additional Secretary/Joint Secretary of Ministry of Rural Development with Chief Secretaries/Principal Secretaries of the States. Based on the requests received from the States, the timeline for ongoing PMGSY II and III works has been extended to March, 2026 to enable completion of these projects. (e): As per the Programme guidelines, PMGSY covers only the Other District Roads, Village roads /rural roads. Major District Roads, State Highways and National Highways does not come under the purview of PMGSY, even if they happen to be in rural areas. (f): The Union Cabinet on 11th September, 2024 approved implementation of the Pradhan Mantri Gram Sadak Yojana - IV (PMGSY-IV) during FY 2024-25 to 2028-29. Under the programme, financial assistance is to be provided for the construction of 62,500 Kms road for providing new connectivity to eligible 25,000 unconnected habitations of population size 500+ in plains, 250+ in NE & Hill Sates/UTs, special category areas (Tribal Schedule V, Aspirational Districts/Blocks, Desert areas) and 100+ in Left Wing Extremism (LWE) affected districts as per Census 2011 and construction/ upgradation of bridges on the new connectivity roads. Total outlay of this scheme will be Rs. 70,125 crore. The PMGSY-IV Guidelines have been formulated and circulated to all States/ UTs during December, 2024. Page 2 of 4Under PMGSY-IV, States/UTs are identifying eligible habitations as per the programme guidelines. The Central Government is working closely with the State to facilitate submission of proposals under the programme. (g) & (h): PMGSY-III was launched in 2019 for consolidation of 1,25,000 Km Through Routes and Major Rural Links connecting habitations, inter-alia, to Gramin Agricultural Markets (GrAMs), Higher Secondary Schools and Hospitals. The program will focus on upgradation of existing Through Routes and Major Rural Links based on priority giving importance to critical facilities like the rural markets and education & health facilities. However, new construction may be allowed only as a part of upgradation project to connect Gramin Agricultural Markets(GrAMs)/warehouses, Government hospitals and Educational Institutions, in case they are not connected already with a metalled road or require strengthening and widening of existing roads. Under PMGSY III, the utility value of candidate roads was high if the road was connecting to important routes such as National Highways/ State Highways. Several roads, which are joining National Highways/ State Highways, have been upgraded under the programme. The Government has implemented several measures to enhance the effectiveness and reach of PMGSY roads. These steps include: i. Planning through the use of Geographic Information System (GIS) on PM Gati Shakti. ii. Prioritizing all-weather connectivity to unconnected habitations, especially in remote and hilly areas. iii. Adoption of new construction technologies and materials to improve road durability and reduce maintenance costs. Capacity building has been undertaken through workshops and seminars in order to disseminate best practices and new technologies. iv. Special focus on Left Wing Extremism (LWE) affected districts to promote inclusive development. v. Incentivizing States for maintenance of PMGSY roads during their entire design life. vi. Intensive monitoring through IT tools. vii.
