Parliament Question: Delay in Projects under PMGSY

GOVERNMENT OF INDIA MINISTRY OF RURAL DEVELOPMENT DEPARTMENT OF RURAL DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 2548 ANSWERED ON 04/08/2026 DELAY IN PROJECTS UNDER PMGSY 2548. Shri Balwant Baswant Wankhade: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details of funds released, utilised and remaining unspent underutilisation and Project Delays under the Pradhan Mantri Gram Sadak Yojana (PMGSY) since Financial Year 2020-21, State and UT-wise; (b) the total number of PMGSY projects pending for completion along with their original date of sanction, original completion deadline and present stage of completion, State, UT and year- wise; (c) the details of delayed PMGSY projects which have reported cost escalation, including the original sanctioned cost, revised estimated cost and total cost overrun, State and UT-wise; (d) the details of PMGSY projects terminated or scrapped since FY 2020-21, the cost escalation due to such cancellations for each project, State, UT and year-wise; and (e) the details of habitations excluded from PMGSY-IV eligibility due to reliance on Census 2011 population thresholds as noted by the Standing Committee in 2025, State, UT and year-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): The State/UT-wise details of funds released, funds utilised, and unspent balances under the Pradhan Mantri Gram Sadak Yojana (PMGSY) from Financial Year 2020-21 up to 27.07.2026 are given in Annexure. As per the PMGSY Programme Guidelines, the standard time limits prescribed for the completion of works from the date of issue of work order are as under: i. Road Works in Plain Areas: 12 working months (or 18 calendar months where a package comprises more than one road work). Page 1 of 4ii. Road Works in Hilly Areas/Hill States: Up to 18 calendar months for road works to account for terrain and seasonal constraints. iii. Bridge Works (Cross Drainage Works/Long Span Bridges): 18 to 24 calendar months for bridges exceeding 25 metres in length, depending on site conditions and structural complexity. The details of projects sanctioned, completed and current stages of execution out of the total target may be seen on the web-based Online Management, Monitoring and Accounting System (OMMAS) portal at https://pmgsy.dord.gov.in >> Proposals >> State-wise List of Roads. (b): The State/UT-wise details regarding the total number of PMGSY projects pending completion, their original dates of sanction, and current stage of execution are dynamically tracked and maintained on the Online Management, Monitoring and Accounting System (OMMAS) portal and may be seen at https://pmgsy.dord.gov.in >> Proposals >> State-wise List of Roads. Regarding programme completion timelines, the standard sunset dates approved for different phases are as follows: (i) PMGSY-I & RCPLWEA: The sunset date for the completion of all residual, ongoing projects has been extended up to March 2027. (ii) PMGSY-II: The extended implementation window for completion of pending works under this vertical expired on March 31, 2026. (iii) PMGSY-III: The approved timeline for the completion of standard road works and bridges in plain areas, as well as roads in hilly states, is March 2028. However, considering extreme engineering complexities and working seasons, the completion deadline for Long Span Bridges (LSBs) in hilly areas stands extended up to March 2029. (iv) PMGSY-IV: Timeline is till March 2029. (c) & (d): Detailed Project Reports (DPRs) are formulated by the respective State Governments based on their prevailing Schedule of Rates (SoR). The Ministry accords clearance and sanctions project costs strictly based on these estimates. As per the PMGSY Guidelines, the programme functions under fixed timeline frameworks. There is no provision for the enhancement of the sanctioned cost or payment of cost escalation on account of time overruns. Any cost escalation arising due to project delays, execution overruns, or tenders invited above the sanctioned cost must be entirely borne by the respective State Government from its own budgetary resources. Page 2 of 4(e): The primary objective of PMGSY-IV is to provide all-weather road connectivity to about 25,000 unconnected rural habitations of population size (as per Census 2011) 500+ in plains, 250+ in Special Category States (Arunachal Pradesh, Assam, Ladakh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Himachal Pradesh, Jammu Kashmir and Uttarakhand), Special Category Areas [Tribal Schedule-V Areas, Desert Areas, Aspirational Blocks/Districts and Hilly areas as notified by the respective State Government (cross slope more than 25% gradient and the elevation is more than 600 metres from the Mean Sea Level)] and 100+ in LWE affected Districts including Legacy & Thrust Districts identified by MHA from time to time by constructing 62,500 km all-weather roads.
