SHRI BABU SINGH KUSHWAHA SHRI NEERAJ MAURYA Will the minister of new and renewable energy be pleased to state: (a) the reasons for delay in achieving the targets of Components A and C of Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM-KUSUM) particularly in Jaunpur district of Uttar Pradesh; (b) the measures being taken to promote adoption of solar energy in States/districts like Jaunpur with low adoption of PM-KUSUM; (c) the reasons for delay in installation of solar water pumps particularly in Jaunpur district; (d) whether the Government has made any assessment of the impact of awareness campaigns, payment options and increased Central assistance on farmers participation under the PM- KUSUM and if so, the details of key findings thereof; and (e) the manner in which the Agro-Photovoltaics, Agro-PV models and dual-use energy generation system leverage Components A and B while aligning them with broader agricultural development goals particularly in Jaunpur district along with the strategy being adopted thereunder? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) to (b) PM KUSUM scheme was launched in March 2019 and suffered initial setbacks due to COVID-19 pandemic and supply chain disruptions. Subsequently, under Component A and Component C, the delays were largely due to unavailability of low-cost finance, requirement of collateral by Banks, land-related bottlenecks, etc. To address these issues, Ministry has taken proactive steps and issued simplified and comprehensive revised guidelines in January 2024, which provides for detailed procedure regarding identification of substation, online portal development, creation of land bank, land lease rent etc., addressing land and other technical bottlenecks. Additionally, Component A was approved for inclusion under AIF in September 2024, thereby unlocking access to low cost finances. The scheme has picked up and currently all the targets are allocated to the states. As reported by State Implementing Agencies (SIA) of Uttar Pradesh, the progress under Jaunpur District, as on 28.02.2026, is as follows:Target Installed Component B (No. of Pumps) 1214 1186 Component C (Individual 197 163 Pump Solarization) (No. of Pumps) (c) The main challenge for installation of solar pumps under Component B has been the non- availability of timely and adequate state share. Some states, including Uttar Pradesh, have also taken time to conclude tenders leading to delay in installations. As reported by SIAs of UP, under Component C a total of 197 application were received from Jaunpur district for solarization of individual pumps. Based upon receipt and verification of beneficiary share, SIA had issued the work Orders during December 2025 and the installation work started. As on date 163 pumps are solarized and solarization work of 34 pumps is ongoing. (d) The Ministry has carried out extensive awareness programs & IEC activities under PM KUSUM. The third party evaluation of PM KUSUM has been carried out through M/s PTC India Ltd and the report recommended that a rising level of awareness among farmers and a growing interest in decentralized solar systems indicates strong potential for expansion of the scheme. (e) Currently Component A of the PM KUSUM scheme allows for setting up of decentralized ground mounted grid connected solar power plants in stilt fashion (also known as Agrivoltaics) by farmers on their land. Third party report indicates that Agri PV has huge potential for dual- use energy generation. Currently no proposal has been received for installation of Agro-PV plant, however under Component B, installation of solar pumps are under implementation in Jaunpur District. *****
