In response to Unstarred Question No. 514 regarding the Delhi Milk Scheme (DMS), Minister of Fisheries, Animal Husbandry and Dairying, Shri Rajiv Ranjan Singh Alias Lalan Singh, stated that 380 milk booths are currently operating in the capital. The DMS has incurred losses over the past five years, with figures in lakhs as follows: 2020-21 (+) 263.06, 2021-22 (-) 334.24, 2022-23 (-) 5873.23, 2023-24 (-) 6445.96, and 2024-25 (-) 2465.60. The Union Cabinet approved the selection of an Operations & Management (O&M) Agency for DMS via open bidding on 22.04.2015. The Department floated two open bids on 26.05.2017 & 27.06.2018, but could not find a suitable concessionaire for a 30-year lease due to offered rates being below the Department's reserve value.

a. the number of depots currently operating in the capital under the Delhi Milk Scheme
(DMS);
b. whether the DMS is running in losses and if so, the details of the losses incurred during the
last five years; and
c. whether the Government has any proposals to revive the DMS, if so, the details thereof?

a. 380 milk booths of Delhi Milk Scheme (DMS) are currently operating in the capital.
b. Details of the profit/losses incurred by DMS during the last five years are as under:-

c. The Union Cabinet in its meeting held on 22.04.2015 had given approval for selection of an
Operations & Management (O&M) Agency for DMS by adopting an open bidding process
by Department of Animal Husbandry and Dairying (DAHD). Accordingly, the Department
floated two open bids on 26.05.2017 & 27.06.2018 in this regard. But the Department was
not able to find a suitable concessionaire for handing over of operations and management
of Delhi Milk Scheme for 30 years on lease as the offered prices/rates received through the
open bids were less than the ‘reserve value’ fixed by the Department.
