(a) the number of coir-based Micro, Small and Medium Enterprises (MSMEs) established,
employment generated therefrom and specific initiatives undertaken by the Government for
promotion and development of the coir sector in Andhra Pradesh, particularly in Konaseema district;
(b) the details of financial and technical assistance provided to coir-based units in the country
under various schemes during the last five years, district-wise, year-wise, and State-wise including
Andhra Pradesh;
(c) whether the Government has any programmes aimed at strengthening the raw material base
for the coir sector in Andhra Pradesh, especially in Konaseema district, if so, the details thereof and
if not, the reasons therefor;
(d) the details of the operations and outcomes of the Livelihood Business Incubator (LBI) set up
by the Coir Board in Andhra Pradesh; and
(e) whether the Government proposes to expand the network of such LBIs and Common Facility
Centres (CFCs) in high-potential regions such as Konaseema and if so, the details thereof?

(a): As per the available data, the number of coir units established in Andhra Pradesh and
Konaseema district since 2017-18 is as given below:

The major initiatives undertaken by Government for promotion and development of coir
sector in the country include the Prime Minister’s Employment Generation Programme (PMEGP),
Coir Vikas Yojana (CVY) and Scheme of Fund for Regeneration of Traditional Industries
(SFURTI).
PMEGP provides credit subsidy upto 35% of the project cost on bank loans for setting up of
new micro enterprises. The benefits under CVY include development of new coir technologies and
their dissemination, Skill upgradation, Domestic and Export Market Promotion. SFURTI promotes
clusters of traditional artisans through establishment of Common Facility Centres, procurement of
plant and machinery and skill training.
(b): Financial and technical assistancehave been provided under two major Schemes of the
Ministry namely, Prime Minister’s Employment Generation Programme (PMEGP) and Scheme of
Fund for Regeneration of Traditional Industries (SFURTI). The details of financial assistance
provided for setting up of new coir units under PMEGP during the last five years, State-wise, year-
wise and district-wise for Andhra Pradesh are at Annexure I. The details of financial assistance
provided to coir clusters under SFURTI during the last five years, State-wise and district-wise for
Andhra Pradesh are at Annexure II.
(c): Government has been implementing various programmes with focus on increasing the
production and productivity of coconut and thereby strengthen the raw material base for the coir
sector. During the last 5 years, the Coconut Development Board, a statutory body under Ministry of
Agriculture and Farmers Welfare, utilized an amount of Rs.58.20 Crores for the improvement of
coconut sector in Andhra Pradesh including Konaseema district. The details are given in Annexure
III.
(d) and (e): Coir Board has established 01 Livelihood Business Incubator(LBI) in Rajahmundry,
East Godavari District, Andhra Pradesh under which skill trainings have been imparted to the
beneficiaries in Coir Sector. As per the available data, 112 persons were trained in the LBI and
among them 66 persons have become self employed by setting up new enterprises. As regards
Common Facility Centres (CFC), three such coir centres under SFURTI have been established in
Andhra Pradesh.

Programmes implemented with focus to strengthen the raw material base for the coir sector:
i. Laying out of Demonstration Plot Scheme: The scheme aims to enhance coconut production
and productivity through the adoption of integrated management practices. During the last five
years, an area of 2,515.46 hectare has been demonstrated with integrated management practices
in farmers’ fields by utilizing an amount of Rs. 8.14 crore in Andhra Pradesh, out of which,
1,118.57 hectares have been covered in Konaseema district by utilizing an amount of Rs. 2.82
crore.
ii. Replanting and Rejuvenation Scheme: The objective of the scheme is to remove disease
affected, unproductive, old and senile palms followed by systematic replanting with quality
seedlings and rejuvenation of remaining palms through integrated package of practices. An area
of 8,110.51 hectare has been covered by utilizing Rs.41.55 Crores in Andhra Pradesh during the
last 5 years, out of which an amount of Rs. 7.34 crores has been utilized for rejuvenation of
2,064.18 hectare area and replanting with 40,529 seedlings in Konaseema district.
iii. Expansion of area under coconut: An area of 5,586.64 hectare has been brought under coconut
cultivation in Andhra Pradesh during the last 5 years.
iv. 58 nos. of awareness programmes conducted by the Coconut Development Board to create
awareness about scientific coconut cultivation technology and value addition.
v. Established a Demonstration cum seed production farm at Vijayawada, Andhra Pradesh and
produced 3.54 lakh coconut seedlings ensuring the supply of quality seedlings.
