Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether in the recent spell of unprecedented floods and heavy
rainfall across Punjab, vast rural areas have suffered large-
scale devastation, hundreds of houses have been destroyed,
streets and internal village roads have been washed away,
trees and streetlights uprooted, vital rural infrastructure
severely damaged, the people of these affected regions have
lost not only shelter but also livelihoods, connectivity and
access to basic civic amenities;
(b) if so, the details thereof and the action taken in this regard;
(c) whether the Ministry has received any request to make plan of
destruction caused by recent floods in Amritsar district and if
so, the details thereof;
(d) whether the Government has any proposal to announce a
Special Rural Rehabilitation and Modernisation Package under
schemes like Pradhan Mantri Gram SadakYojana (PMGSY),
Pradhan MantriAwasYojana-Gramin (PMAY-G), and National
Rural Livelihoods Mission (NRLM), to rebuild rural roads,
houses, and essential infrastructure with modern and resilient
facilities; and
(e) the specific measures and financial allocations planned to
ensure swift restoration and long-term climate-resilient
development of these flood-hit rural communities?

(a) to (e): As per the National Policy on Disaster Management
(NPDM), the primary responsibility for disaster management,
including disbursal of relief assistance on ground level, rests with
the State Governments concerned. The State Governments
undertake relief measures in the wake of natural calamities, from
the State Disaster Response Fund (SDRF) already placed at their
disposal, in accordance with Government of India approved items
and norms. The Central Government supplements the efforts of the
State Governments and provides requisite logistics and financial
support. Additional financial assistance is provided from National
Disaster Response Fund (NDRF), as per laid down procedure, in case
of disaster of ‘severe nature’, which includes an assessment based
on the visit of an Inter-Ministerial Central Team (IMCT).
With regard to specific measures under schemes of Ministry of
Rural Development, under the Pradhan MantriAwasYojana–Gramin
(PMAY-G), a target of 36,703 houses has been allocated under
Special Project for flood-affected families for the State of Punjab for
the Financial Year 2025–26. In the district of Amritsar, 2,997 houses
have been marked by the State as flood-affected under the Special
Projects. Further, a mother sanction of Rs.134.37 crore through
SNA-SPARSH has also been issued to the State of Punjab.
Under Mahatma Gandhi National Rural Employment Guarantee
Scheme (MGNREGS), there is a provision for providing 50 days of
additional employment in a financial year, over and above the 100
days guaranteed under the scheme, to job card holders in rural
areas where drought or natural calamity has been notified under
relevant codes/regulations/administrative orders by the State
Government. Accordingly, keeping in view the recent flood faced by
the State, order has been issued by this Department for grant of 50
days of additional employment for the job card holders of all the
rural areas of the State of Punjab for Financial Year 2025-26.
The Government remains committed to swift restoration and
long-term resilience of flood-hit rural communities, in close
coordination with the State Government.
