Parliament Question: Development of KK Region

GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3868 TO BE ANSWERED ON THE 11TH AUGUST, 2026/ SHRAVANA 20, 1948 (SAKA) DEVELOPMENT OF KK REGION 3868. SHRI E TUKARAM: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Government has received any proposal from the Government of Karnataka seeking dedicated annual Central financial assistance for the development of the Kalyana Karnataka region under Article 371J of the Constitution; (b) if so, the details of the proposal and the action taken by the Union Government; (c) whether the Government proposes to provide dedicated Central financial assistance for the development of the Kalyana Karnataka region under Article 371J, keeping in view the special provisions of the Constitution; and (d) if so, the details thereof and the likely timeline and if not, the reasons therefor? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)-2- L.S.US.Q.NO. 3868 FOR 11.08.2026 (a) to (d): Yes, Sir. Government of India has been providing substantial financial resources to Karnataka through devolution of taxes & duties, Grants-in-Aid under Centrally Sponsored Schemes and Finance Commission (FC) grants, and Special Assistance to States for Capital Investment (SASCI). During 2019-20 to 2025-26, a total amount of Rs. 2,59,421 crore and Rs. 1,80,539 crore have been released to the State of Karnataka as the state's share in Central taxes & duties and Grants-in Aid respectively. Further, an amount of Rs. 20,160 crore has been released to the State of Karnataka so far under Special Assistance to States for Capital Investment (SASCI) since 2020-21. The resources provided by Government of India could be suitably deployed by the Government of Karnataka for its contextual needs, including for development of Kalyana Karnataka region. *****
