Will the Minister of CHEMICALS ANS FERTILIZERS be pleased to state:
(a) whether the Government proposes to develop a mobile monitoring system or
portal to check black marketing and hoarding of fertilizers, if so, the details thereof;
(b) whether the farmers in Chandauli district suffered losses due to technical flaws
in the fertilizer distribution system or negligence of dealers and if so, the action
taken against the persons found responsible therefor; and
(c) whether the Government has made any assessment regarding the quantum of
paddy yield likely to decline due to shortage of DAP and other fertilizers and if so,
the details of estimated decline thereof?

a) Department of Fertilizers has implemented Integrated Fertilizers Management
System (IFMS) since 2016. It monitors the production, dispatches, receipts and-2-
sales of fertilizers from point of production/import port to District warehouses,
wholesalers and retailers. To achieve more visibility and transparency in the
fertilizer supply chain, acknowledgement at the last point sale (retail point), is done.
Subsidy is paid to the Fertilizer companies on the basis on sale of acknowledged
stock through Point of Sale (PoS) mediated sale by Aadhaar based authentication
of buyer. Besides, Department of Fertilizers has also developed a dashboard which
can be accessed by authorized users at https://urvarak.nic.in. The dashboard is
developed to facilitate easy monitoring by various Stake holders viz. State
Agriculture Departments, District Collectors and State Marketing Federations. The
State Governments are also monitoring the availability and supply of fertilizers
through iFMS and e-Urvarak Dashboard portal to check black marketing and
hoarding.
