Parliament Question: Development of Textile and Handloom Sector in Maharashtra

GOVERNMENT OF INDIA MINISTRY OF TEXTILES RAJYA SABHA UNSTARRED QUESTION NO-2560 ANSWERED ON- 13/03/2026 DEVELOPMENT OF TEXTILE AND HANDLOOM SECTOR IN MAHARASHTRA 2560. SHRI DHANANJAY BHIMRAO MAHADIK: Will the Minister of TEXTILES be pleased to state: (a) details of initiatives undertaken to promote the textile, handloom and powerloom sectors in Maharashtra over the last five years; (b) the number of textile parks, common facility centers and modernization projects approved or implemented in the State; (c) the measures being taken to support traditional weavers, artisans and small textile units through financial assistance, technology upgradation and market linkages; and (d) the manner in which the Ministry coordinates with Maharashtra State authorities to generate employment, enhance productivity and strengthen Maharashtra’s position in the national and global textile value chain? ANSW ER THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH) (a): The Government of India, Ministry of Textiles has been providing financial assistance and institutional support to the powerloom sector throughout the Country including in Maharashtra by implementing several schemes for the development, modernization and sustainability of powerloom units. The major interventions include; (a) Amended Technology Upgradation Fund Scheme (ATUFS). (b) PowerTex India Scheme. (c) Comprehensive Powerloom Cluster Development Scheme (CPCDS). (d) Scheme for Integrated Textile Park (SITP) (e) Textile Cluster Development Scheme (TCDS). (f) National Handloom Development Programme & Raw Material Supply Scheme The Ministry has also revamped the erstwhile Powerloom Service Centres (PSC), including 6 PSCs in Maharashtra, into Institutes of Textile Design and Apparel Development Centres (ITADCs) with revised charter of duties and planned upgradation of facilities and manpower. These include cluster-specific facilities, including strengthening of testing infrastructure, installation of modern looms and preparatory machines, testing instruments, sewing and embroidery machines for garment and apparel development, and design development facilities. (b) & (c): Under the Integrated Textile Park Scheme (SITP), a total of 12 Textile Parks have been approved in the State of Maharashtra, out of which 8 parks have been completed. The Government of India has released a total assistance of ₹400.45 crore for these projects. In addition, One Common Facility Centre (CFC) has been sanctioned under the Powertex Scheme in Ichalkaranji cluster and a grant of ₹2 crore has been released during the last five years. The Ministry has also sanctioned one project under Comprehensive Powerloom Cluster Development Scheme (CPCDS) in Ichalkaranji under which GoI share of Rs. 44.55 cr has been released so far. The details of funds allocated to Maharashtra under various schemes are enclosed at Annexure-A.(d): Ministry of Textiles coordinates with all State Governments including the Government of Maharashtra for implementation of Central Sector and Centrally Sponsored Schemes for Handloom, Powerloom and Technical Textiles. These include schemes such as National Handloom Development Programme (NHDP) and Raw Material Supply Scheme (RMSS). In addition, a PM Mitra Mega Textile Park at Amravati is being developed to create an integrated fibre-to-fibre value chain, attract large investments and generate significant employment. Also, the State of Maharashtra has developed an integrated e-Textile portal as a digital platform for registration, monitoring and delivery of policy incentives. Over 1,500 textile industries have registered on the portal, with more than 400 units obtaining Maharashtra Textile Registration Numbers (MTRN), generating employment for over 23,600 people.
