GOVERNMENT OF INDIA MINISTRY OF TRIBAL AFFAIRS LOK SABHA UNSTARRED QUESTION NO-868 TO BE ANSWERED ON-23/07/2026 Development of Tribals in Kandhamal, Odisha +868. Shri Sukanta Kumar Panigrahi: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) whether the Government has accorded special priority to the Kandhamal Lok Sabha Constituency under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) and the Eklavya Model Residential Schools (EMRSs), if so, the details thereof; (b) the details of budget estimates, funds allocated, released and expenditure incurred during the last three years under the said schemes, including the number of tribal villages, PVTG habitations, EMRSs, hostels and beneficiaries covered therein, district-wise; (c) the details of projects sanctioned and completed under the said schemes in education, healthcare, drinking water, roads, digital connectivity, livelihoods, skill development and tribal infrastructure, district-wise; and (d) whether the Government proposes to provide additional financial assistance and sanction new projects for the Kandhamal Lok Sabha Constituency, considering its aspirational district status and significant tribal population, if so, the details, financial outlay and implementation timeline thereof, district-wise? ANSWER MINISTER OF STATE FOR TRIBAL AFFAIRS (SHRI DURGADAS UIKEY) (a) The Ministry of Tribal Affairs (MoTA) considers and approves proposals received from the State Governments in accordance with the scheme guidelines. Accordingly, projects worth ₹870 lakh have been sanctioned in Kandhamal Constituency under the DAJGUA scheme. These include the construction of 19 dormitories with bathroom and toilet facilities (major work component) at an approved cost of rs 820 lakh, the construction of one toilet complex in an Ashram/Tribal Area School at a cost of rs 10 lakh, and the upgradation of one asbestos hostel roof to an RCC roof at a cost of rs 40 lakh. In this regard, KKDA, Belghar in Kandhamal district and TDA, Tumba in Ganjam district have been covered. In Kandhamal Parliamentary Constituency, 10 EMRSs have been sanctioned, out of which 02 are functional. The construction of 3 EMRSs building have been completed and 7 are at various stages of construction. The status is below: S. In this regard, the details of funds allocated, released, and expenditure incurred over the last three years is enclosed in Annexure-I. The district-wise number of PVTG habitations & beneficiaries covered is placed at Annexure-II. The statement showing budget estimates, funds allocated, released, and expenditure incurred during the last three years to EMRS, Mahasingh and Phiringia is enclosed at Annexure-III. (c) The details of projects sanctioned and progress made for MoTA intervention under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) for State Govt. of Odisha is annexed at Annexure-IV. District-wise details of projects sanctioned and completed under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) is annexed at Annexure-V. (d) A total of 27 Districts including Kandhamal District in Odisha have been identified for coverage. Ministry of Tribal Affairs has allocated budget of Rs 87,498 lakh. to State Govt. of Odisha over a period of five years. Against this, projects amounting to Rs 40,143.86 lakh have so far been approved and an amount of Rs.19,712.00 lakh has been released. Under the DAJGUA Scheme, proposals received from State Governments are considered and approved in accordance with the scheme guidelines.
