Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government is aware that there is a need to strengthen basic
infrastructure, housing, transport, drainage and civic amenities through
the Urban Area Development Projects in Hisar and Sonipat Lok Sabha
Parliamentary Constituencies of Haryana and if so, the details thereof;
(b) whether it is a fact that many Urban Development Projects sanctioned
under Centrally Sponsored or Ministry of Finance supported schemes
have not been completed on time due to financial delays and lack of
coordination and if so, the details thereof;
(c) the number of Urban Development Projects approved and the total
amount of funds sanctioned, allocated, released and spent for the said
Constituencies since 2019;
(d) whether any specific action plan is proposed by the Government for
timely, transparent and effective completion of the Urban Development
Projects in the said Constituencies and if so, the details thereof;
(e) the time bound action plan proposed by the Government to ensure
inclusive and sanctioned urban development in the said constituencies in
future; and
(f) whether reasons for delay, cost overruns or lack of coordination in the
implementation of projects have been reviewed and if so, the details
thereof?

(a) to (f): As per the provisions of Article 243W of the Constitution, in
conjunction with the Seventh and Twelfth Schedules, matters relating to
urban development fall within the purview of States/Urban Local Bodies
(ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides
programmatic support to the States/Union Territories (UTs) in their urban
development agenda through its various flagship Missions/Programmes
viz. Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT
2.0), Swachh Bharat Mission – Urban 2.0 (SBM – U 2.0), Pradhan Mantri
Awas Yojana – Urban 2.0 (PMAY-U 2.0), Urban Transport (UT), PM-eBus
Sewa Scheme, etc.
Through these Missions/Schemes, the Central Government approves the
State Plans and provides the Central Assistance (CA) to the States. The
projects are selected, designed, approved and executed by the
States/UTs and the cities. The State Governments release funds to the
cities/districts.
AMRUT: This Mission was launched in the year 2015 in selected 500
cities (now 485 cities including 15 merged cities) and towns across the
country. It was focused on development of basic infrastructure in urban
areas, in the sectors of water supply, sewerage and septage
management, parks and green spaces, storm water drainage, etc.
AMRUT 2.0 has been launched in the year 2021 in all ULBs/cities,
enabling the cities to become 'self-reliant' and 'water secure'. Providing
universal coverage of sewerage and septage management in 500 AMRUT
cities is one of the major focus areas of AMRUT 2.0. Rejuvenation of
Water Bodies and Parks and Green spaces are other components of the
Mission. Under the Mission, States/ UTs are empowered to select,
appraise, propose and implement projects.
Under AMRUT, the State of Haryana has grounded 33 projects worth
₹533.49 crore in Hisar and Sonipat Lok Sabha Parliamentary
Constituencies of which works worth ₹517.40 crore have been physically
completed.

Under AMRUT 2.0 so far, 17 projects worth ₹1,204.19 crore have been
approved in Hisar and Sonipat Lok Sabha Parliamentary

Funds under AMRUT/ AMRUT 2.0 are allocated/released/sanctioned to
State/UTs and not District-wise. Under AMRUT, total CA allocated for
projects to the State of Haryana was Rs.764.51 crore. CA of Rs.746.39
crore has been released against which utilization certificate of Rs.736.97
crore has been received.
Under AMRUT 2.0, total CA allocated for projects to the State of Haryana
was Rs.1,496 crore. CA of Rs.463.73 crore has been released/ Mother
Sanction issued so far for projects against which utilization certificate of
Rs.133.74 crore has been received.

The Mission guidelines have provisions for formation of State High
Powered Steering Committee (SHPSC) headed by the Chief Secretary of
the State, to monitor and supervise the implementation of the scheme at
the State/ UT level. State Level Technical Committee (SLTC) headed by
the Secretary, Urban Development & Housing Department provides
technical support to the SHPSC in monitoring and supervising the scheme
at the State level. Further, an Apex Committee constituted under the
ambit of Mission guidelines reviews and monitor the Mission periodically.
For assessment and monitoring of work done under AMRUT 2.0 in the
States/ UTs, there is a provision of Independent Review and Monitoring
Agencies (IRMAs). Funds are released to the States/ UTs upon
satisfactory compliance of IRMA reports. Also, in order to fast-track the
implementation of AMRUT 2.0, the progress is periodically reviewed and
monitored through regular video conferences/ webinars/ workshops/ site-
visits etc. by MoHUA with the States/ UTs and ULBs. There is a dedicated
AMRUT 2.0 online portal for tracking the progress and project-wise
outcomes.
PMAY-U: Land' and 'Colonization' are State subjects. Therefore, schemes
related to housing for their citizens are implemented by States/UTs.
However, MoHUA supplements the efforts of States/UTs, by providing CA
for pucca houses to eligible urban beneficiaries across the country under
PMAY-U since 25.06.2015.
Based on the learnings from the experiences of implementation of PMAY-
U, MoHUA has revamped the scheme and launched PMAY-U 2.0 'Housing
for All' Mission with effect from 01.09.2024 for implementation in urban
areas across the country to construct, purchase and rent a house by
eligible beneficiaries at affordable cost, for one crore additional eligible
beneficiaries through four verticals i.e., Beneficiary Led Construction
(BLC), Affordable Housing in Partnership (AHP), Affordable Rental
Housing (ARH) and Interest Subsidy Scheme (ISS). PMAY-U 2.0 guidelines
and Unified Web-portal for submitting the online applications can be
accessed through https://pmay-urban.gov.in.
