2131. MS. S. JOTHIMANI:
Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the recent developments under the National Mission on Food Processing (NMFP), and utilization of the allocated budget during the last financial year;
(b) the steps being taken by the Ministry to ensure that the benefits of the NMFP reach smaller food processors, particularly those in rural and semi-urban areas, who face barriers in accessing credit and technology;
(c) whether the Ministry intends to utilize the NMFP to reduce post-harvest losses and address food waste at the farm level; and if so, the details thereof;
(d) whether the Ministry has undertaken any evaluation to measure the success of the NMFP in improving farmers' income and enhancing value addition in agriculture; and
(e) if so, the key findings of the same? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH)
(a): The Government of India has delinked the National Mission of Food Processing
(NMFP) from Central Government support from the financial year 2015-16. Accordingly, Ministry of Food Processing Industries has not released any funds under NMFP during the last financial year.
(b) to (e): Do not arise in view of reply to part (a) above.
However, the Ministry of Food Processing Industries (MoFPI) through implementation of various initiatives and schemes viz. Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), Prime Minister Formalization of Micro Food Processing Enterprises (PMFME) and Production Linked Incentive Scheme for Food Processing Industries (PLISFPI) aims for the overall development of food processing sector. Under various component of the aforementioned schemes, the MoFPI provides financial assistance, including to the smaller food processors in rural and semi-urban areas, for creation of modern infrastructure with efficient supply chain management from farm gate to retail outlet. The infrastructure created and assistance provided, inter-alia, aims at providing better returns to farmers, creation of employment opportunities, reducing post-harvest losses and wastage, and increasing the processing level/ value addition.
