Will the Minister of EDUCATION be pleased to state:
(a) whether the Government is aware that millions of students’ schools remain
unevaluated in the country and if so, the time by which the nationwide
digital audit of Kendriya Vidyalayas, Navodaya Vidyalayas and Sainik
Schools are likely to actually commence;
(b) whether the Government has data or the detailed expenditure breakup for
drone mapping, Artificial Intelligence analysis, web platform creation and
data management components of this audit, or is it being conducted
without transparency, if so, the details thereof;
(c) whether the Government has identified/selected any agency, PSU or
consortium to implement this audit and whether the selection process was
conducted to ensure fairness and competence, if so, the details thereof;
(d) if no agency has been selected, the reason due to which the Government
delayed implementation, leaving Central schools without digital
infrastructure assessment;
(e) whether the Government has any plan to adopt uniform national standards
for drone mapping, 360-degree imaging and AI-based analysis across all
central schools or are regional discrepancies being ignored and if so, the
details thereof; and
(f) the manner in which the Government ensure alignment of audit parameters
with CBSE, NDMA or global safety benchmarks along with details of
existing penalties fixed for its non-compliance?

(a) to (e) Department of School Education and Literacy (DoSE&L), Ministry of
Education (MoE) has on-boarded PM Gati Shakti National Mission Plan Portal
(PMGSNMPP). It has identified essential and desired data layers along with the
attributes for these layers which comprise various school types and categories that maybe shared with other Ministries/Department and States for their respective projects or
decision making on School Data layers available from NMP Portal for planning. The
data layers mapped to PM Gati Shakti have 41 attributes including School GIS data viz.,
Latitude/Longitude, School-wise & Gender-wise enrolment, total number of teachers in
schools, Infrastructure facilities etc.
Further, tools developed on the portal by the Bhaskaracharya Institute for Space
Applications and Geoinformatics (BISAG-N) include features such as a query builder
for school data layers, buffer creation, navigation options, route and distance
measurement, and ground topography analysis.
Central Government Schools namely Kendriya Vidyalayas (KVs) and Navodaya
Vidyalayas (NVs) are under the DoSE&L, MoE. 1,222 KVs and 634 NVs are mapped
on PM Gati Shakti. Further, information regarding land and buildings of Government of
India are being maintained in Government Land Information System (GLIS). All
permanent buildings including 1201 land parcels of Kendriya Vidyalaya Sangathan and
8,105 buildings as well as 659 land parcels of Navodaya Vidyalaya Samiti have been
mapped on the GLIS portal.
(f) DoSE&L has developed guidelines on School Safety and Security, which, inter-
alia, contain provisions for fixing the accountability of the school management in the
matter of safety and security of children studying in Government, Government-aided
and Private Schools. These guidelines have been circulated to all
States/UTs/Autonomous Bodies of DoSEL and Stakeholder Ministries. The guidelines
detail the accountability of various stakeholders and different departments in ensuring
the safety and security of children in schools. The guidelines are advisory in nature and
States/UTs are expected to implement them and they may incorporate
additions/modifications to them, if deemed necessary, according to their specific
requirements. These guidelines are uploaded on the website of DoSE&L at
https://dsel.education.gov.in/sites/default/files/2021-10/guidelines_sss.pdf.
As per guidelines, the School/School Management shall arrange to carry out
thorough inspection of the school at least once in a quarter, during school hours. The
School Inspection Report prepared by this inspection team and duly signed by the team
should be uploaded on the school website for transparency. This quarterly inspection of
schools will look at the compliance of the School Safety and Security Plan, using the
checklist provided in NCPCR's Manual or comprehensive checklist given in these
guidelines.
These guidelines are to be read with National Disaster Management Authority’s
(NDMA) National Disaster Management Guidelines on School Safety Policy, 2016
which are statutory in nature and are required to be complied without any deviation.
These include safety audits of schools and child-related facilities as per national safety
codes. The Ministry has urged Education Departments, School Boards and affiliated
authorities to act without delay in implementing these measures. The directives are
