(a) the number of digital identities issued to the farmers in the country during the last five
years along with the target fixed therefore, State-wise, particularly district-wise in
Maharashtra;
(b) the details of the districts in the country covered under the digital crop survey and the
targets set by the Government in this regard including Parbhani Parliamentary
Constituency, State-wise including Maharashtra;
(c) the steps being taken to update old and erroneous land records and the part of
cadastral maps digitized so far;
(d) whether the Government has prepared any separate data policy for agriculture, if so
the salient features and details thereof; and
(e) whether the features of Agri Stack have been made available to the cultivators,
agricultural labourers and sharecroppers, if so, the details thereof?

(a): The Government has approved the Digital Agriculture Mission in September 2024.
The Mission envisages the creation of a Digital Public Infrastructure (DPI) for Agriculture,
Such as AgriStack, Krishi Decision Support System, a Comprehensive Soil Fertility &
Profile Map and other IT initiatives undertaken by the Central Government/State
Government to enable a robust digital agriculture ecosystem in the country. This, in turn,
would drive innovative farmer-centric digital solutions and make them reliable. Crop-related
information is available to all farmers on time. The AgriStack DPI consists of three
foundational registries or databases associated with the agriculture sector, i.e., Geo-
Reference Village Maps, Crop Sown Registry, and the Farmers Registry, all created and
maintained by the State Governments/ Union Territories. The Government has set the
target to create 11 Crore Farmer IDs by March 2027. As of 01.02.2026, more than 8.43
Crore Farmer IDs have been generated, including 1,31,20,468 Farmer IDs in the State of
Maharashtra. State-wise and Maharashtra’s district-wise details of Farmer IDs are given in
Annexure.
(b): Further, in Kharif 2025, the Digital Crop Survey (DCS) has been conducted in 604
Districts covering more than 28.5 crores plots. The Government of Maharashtra has stated
that the e-Pik Pahani being done in the State since 2021 has been upgraded since 2023on a pilot basis and has been operational since the Rabi 2024 season. The survey is aimed
at covering 100 percent of owners' plots under the Digital Crop Survey.
(c): The State of Maharashtra has informed that under the Farmer registry, the Records
of Rights data (7/12 extracts) is shared through Live Application Programming Interface
(API) to enrol the farmer registry. Hence, the data as on date is accurate as in the RoR
database. The e-Ferfar module is also active; and the incorporation of Farmer ID in the
RoR database has been tested. Under the Geo-referenced maps registry, there are more
than 41000 digitized maps, and its APIs have been shared.
(d): State Farmer Registry, also a component of AgriStack, is built in a federated
architecture, which means the ownership of the data is with the respective States. The
Ministry of Agriculture and Farmers Welfare has developed the Agri Stack in accordance
with the Digital Personal Data Protection Act, 2023 to ensure the complete privacy of
farmers' data by ensuring that farmers' data is collected only with their consent and farmers
have full control over their data for sharing with authorized entities for specific purposes.
The Government of India also ensures robust data security in the Agri Stack, which is fully
compliant with the cyber security guidelines of the Ministry of Electronics and Information
Technology (MeitY) and the Indian Computer Emergency Response Team (CERT-In). Agri
Stack maintains farmers' information in an encrypted manner so that only the designated
system can read it. Secure APIs and token-based authentication govern all data
exchanges, ensuring controlled access to data. In addition, the government conducts
regular security audits of all these IT systems to protect the data stored in the IT systems.
(e): The state Farmer Registry under the digital agriculture mission covers all the
landholding farmers, including women farmers. The farmer registry application also has the
provision to onboard the tenant and lessee farmers. A State can decide to include such
farmers in the farmers' registry as per the state’s policy on tenants and lessee farmers.Annexure to Unstarred Question Number 490 Due for 03.02.206
