PARMAR JASHVANTSINH SALAMSINH: SHRI KESRIDEVSINH JHALA: SHRI AMAR PAL MAURYA: Will the PRIME MINISTER be pleased to state: (a) whether the Ministry has assessed the reduction in exclusion-related errors for senior citizens and persons with limited mobility through Digital life certificate initiative; (b) if so, the details thereof; (c) the number of beneficiaries covered under this initiative, State-wise; (d) the measurable reduction achieved in processing time and administrative burden through the initiative; and (e) whether the Ministry has identified any measurable indicators reflecting improved access to Government services and if so, the details thereof, including State-wise adoption statistics? ANSWER MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH) (a) to (e): To assess the problems faced by senior citizens and persons with limited mobility, Nationwide Digital Life Certificate (DLC) Campaigns have been held from 1st to 30th November every year, from 2022 onwards in which DLC camps are held at various locations in identified cities/towns/districts. The Government of India has launched the Face Authentication Technique based DLC which requires only a smartphone for generation of DLCs. A total of 1.90 crore DLCs were generated from 01-04-2025 to 26-03-2026 including 1.16 crore of DLCs which were generated through Face Authentication Technique. Among Central Government Civil Pensioners, a total of 56.87 lakh DLCs were generated and out of which 39.44 lakh DLCs were generated through Face Authentication Technique. All Pension Disbursing Banks have been directed to monitor non-submission of DLC and to make arrangements to ensure DLC submission. The Department also monitors the Banks for ensuring submission of DLCs. Services of India Post Payments Bank, Post Offices and Gramin Dak Sevaks are also utilized to help senior citizens, especially above 80 years of age to submit their DLCs. Pensioners above 80 years can submit their DLCs in the month of October also. Mega Camps are held at places having large concentration of pensioners. During the DLC campaigns, provision is made for doorstep service to aged, sick, incapacitated and Divyang pensioners also.
