Shri Ashish Dubey: Dr. Hemant Vishnu Savara: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the key initiatives undertaken by the Ministry for strengthening digital monitoring of rural development schemes in the country, State-wise including Palghar district in Maharashtra; (b) whether an integrated digital monitoring framework has been developed, including the use of geo-tagging, GIS-based monitoring and real-time project tracking and if so, the details thereof, State-wise; (c) the details of schemes covered under the framework and the current status of their integration with digital platforms; (d) whether the framework provides outcome-based evaluation and evidence-based planning for rural development schemes, if so, the details thereof; and (e) the details of the digital monitoring of rural development schemes in the country and the current status of their integration with digital platforms including in Palghar district of Maharashtra? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): The Department of Rural Development has undertaken several digital initiatives to strengthen transparency, accountability and efficiency through real-time monitoring the implementation of all the rural development schemes across the country. The key initiatives include: Page 1 of 8 End-to-end digital implementation of all rural development schemes through dedicated Management Information Systems (MIS) and platforms.  Digital monitoring of beneficiary identification, project planning, execution, fund flow and asset creation.  Geo-tagging and Geo-referencing of public assets for transparent monitoring.  GIS based planning and monitoring to facilitate better planning and prevent duplication of works.  Aadhaar-enabled Direct Benefit Transfer (DBT) for timely and transparent transfer of benefits to eligible beneficiaries.  Digital fund management through the SNA SPARSH platform. These initiatives are implemented across all the States and Union Territories, including Palghar district of Maharashtra. The details of all Management Information System (MIS) and the platforms of Department of Rural Development is placed at Annexure I. (b): The Department of Rural Development has developed and operationalized scheme-specific digital monitoring systems incorporating geo-tagging, geo-referencing, GIS-enabled planning and real-time monitoring of Projects. Geo-spatial technologies are extensively used for planning, monitoring and verification of assets, thereby minimizing duplication of works and improving the quality of implementation. Geo-tagged photographs and GIS-enabled applications facilitate real-time tracking of the progress in the projects. List of Schemes and their GIS based monitoring link is placed at Annexure II. While robust digital platforms are operational for individual schemes, the Department is continuously strengthening interoperability among these platforms and is working towards a Page 2 of 8more comprehensive integrated digital monitoring framework to enable seamless monitoring of assets, finances and programme outcomes across rural development schemes. Under the framework, each asset under PMGSY and PMAY-G is assigned a geo-spatial identification number linked to a QR code. This identity is displayed on signboards and backed by a digital record containing its location, classification, and asset details. In effect, every asset becomes a traceable, searchable entity in a national inventory and is available for citizen. (c): The details of the major rural development schemes and their corresponding digital platforms is placed at Annexure III. (d): The digital monitoring framework supports outcome-based monitoring and evidence-based planning by providing real-time information on physical and financial progress, geo-tagged assets, beneficiary details and fund utilization. The availability of digital data enables continuous monitoring, informed policy decisions, efficient resource allocation and improved programme implementation, hand holding of States/Districts which are poor performing, identifications of pending issues or hindrances in implementation district-wise or work wise so that intended outcomes is achieved in time across the regions.
