Parliament Question: Digital Platform for Monitoring Disputed Waqf Properties

GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS LOK SABHA UNSTARRED QUESTION NO-4115 ANSWERED ON 12.08.2026 DIGITAL PLATFORM FOR MONITORING DISPUTED WAQF PROPERTIES 4115. SHRI IMRAN MASOOD Will the Minister of MINORITY AFFAIRS be pleased to state: - (a) whether the Government has implemented any new national action plan for the digitisation, documentation and transparent management of Waqf properties and if so, the details of the Waqf properties digitised so far, State-wise; (b) whether any digital platform has been developed for monitoring encroachment and disputed Waqf properties; and (c) if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a) to (c): The Unified Waqf Management, Empowerment, Efficiency and Development (UMEED) Act, 1995, as amended by the Waqf (Amendment) Act, 2025, has come into force w.e.f. 08.04.2025. As per Section 3(ka) of the UMEED Act, 1995, the UMEED Central Portal- 2025 has been developed and launched on 06.06.2025 by the Ministry of Minority Affairs for uploading details of waqf, registration of new waqf and facilitating the overall management and governance of waqf properties. As on 07.08.2026, the State/UT-wise details of waqf properties uploaded on the UMEED Central Portal-2025 are at Annexure-I. Section 54 of the UMEED Act, 1995, provides for the process of removal of encroachment from waqf properties. The Chief Executive Officer (CEO) of the State Waqf Board, upon receiving a complaint or otherwise, may conduct an inquiry and if satisfied that the property is a waqf property and there has been encroachment, may make an application to the Tribunal for grant of order for removal of such encroachment. The Tribunal upon receipt of suchapplication, for reasons to be recorded therein, may make an order of eviction after giving an opportunity of being heard to the person against whom the application has been made.
