DIGITAL SKILL TRAINING FOR YOUTH IN BADAUN

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) whether the Government is aware that there is some gap exist in digital skill training for
youth, limited women-centric entrepreneurship programmes, inadequacy of Recognition of Prior
Learning (RPL) Certificates, challenges in linking trained candidates with the job market, short-
term courses for immediate employment and substantial scope for local trainer development in
Badaun district of Uttar Pradesh indicating the need for expanded outreach aligned with National
Skill Missions;
(b) if so, the details of training modules and employment linkages provided by the Government
in the said district during the recent years; and
(c) if not, the reasons therefor?

(a) to (c): Under the Government of India’s Skill India Mission (SIM), the Ministry of Skill
Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an
extensive network of skill development centres under various schemes, viz. Pradhan Mantri
Kaushal Vikas Yojana (PMKVY), Jan Sikhshan Sansthan (JSS), National Apprenticeship
Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training
Institutes (ITIs), to all the sections of the society across the country including the Badaun District
in Uttar Pradesh. The SIM aims at enabling the youth of India to get future-ready, equipped with
industry-relevant skills.
To encourage participation of women in skill development programs, special provisions have been
made for meeting expenditure on conveyance and boarding & lodging as well as enhanced post
placement support. Further, PMKVY 4.0 prioritizes and provides special focus to projects that
emphasize women as primary beneficiaries. Training programs in sectors like Electronics, Retail,
Healthcare, Beauty & Wellness, Handicrafts and Apparel are structured to attract higher
participation from women. Projects are designed to align with local skill demands, creating
opportunities for rural women to participate and benefit from skill development schemes. Also, in
NAPS Scheme, the introduction of trades in services sector (Optional Trade) has led to the
significant improvement in the women participation in apprenticeship. Under JSS Scheme; the
focus is being given to women and other vulnerable sections. Women constitute more than 80%
of beneficiaries under JSS. Also, there are 19 National Skill Training Institutes (NSTI) and more
than 300 ITIs exclusively for women.
NIESBUD, in collaboration with Meta, has developed four online courses on Digital Marketing
Skills available in both English and Hindi. These courses are hosted on the Skill India Digital Hub(SIDH). A total number of 13,213 participants have been imparted training through the course,
including 2,436 women. A total number of 2,757 participants from Uttar Pradesh have been
imparted training through these courses.
The Recognition of Prior Learning (RPL) component under PMKVY focuses on assessment and
certification of existing skills of candidates, including women, through flexible implementation
modes such as camps and employer-based projects, along with bridge upskilling.
Further, in Badaun district of Uttar Pradesh, to meet the growing demand for skilling and address
limited livelihood opportunities, Master Trainers and Trainers from the local area, including
women, have been identified and trained through technology-enabled Training of Trainers (ToT)
programmes across sectors such as agriculture, retail, green jobs, apparel, manufacturing and
electronics, leveraging local language proficiency and contextual understanding to strengthen
industry-aligned training and expand the district-level trainer base.
A total of 9 certified trainers, including 2 female trainers, are currently available in Badaun district
to support skill development initiatives across multiple job roles. Since inception, a total of 4,196
female candidates have been trained under RPL component of PMKVY in Badaun district of Uttar
Pradesh, indicating utilisation of scheme provisions in the district.
The key sectors in Badaun district under NAPS-2 include Electrical (including New and
Renewable Energy), IT-ITeS, Banking, Financial Services & Insurance (BFSI), Agriculture, and
Retail. A total of 2,88,612 apprentices have been engaged in the State of Uttar Pradesh under
National Apprenticeship Promotion Scheme - 2 (NAPS-2) during the period FY 2022-23 to FY
2025-26 (up to December 2025). Of these, 560 apprentices were engaged in Badaun District.
MSDE has launched Skill India Digital Hub (SIDH) a unified platform that integrates skilling,
education, employment, and entrepreneurship ecosystems to provide a life-long array of services
to key stakeholders. Details of the trained candidates are available on SIDH portal for connecting
with potential employers. Through SIDH, candidates can have access to jobs and apprenticeship
opportunities.
Further, employment linkages under PMKVY are facilitated through institutional mechanisms
including Sector Skill Councils (SSCs) and District Skill Committees (DSCs). SSCs ensure
alignment of training content, National Occupational Standards and Qualification Packs with
industry requirements and facilitate employer engagement. At the district level, DSCs coordinate
with local industries and clusters to support employment, apprenticeship opportunities and
employer linkages.
