JSS COVERAGE IN RATLAM-JHABUA-ALIRAJPUR-REGION

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) whether the Government is implementing the Jan Shikshan Sansthan (JSS) Scheme
under the Skill India Programme to impart skill training to youth, women and the workers;
(b) if so, the number of JSS or training centres currently functional in the Lok Sabha
Constituency No. 24 of Madhya Pradesh covering Ratlam-Jhabua-Alirajpur and the details of the
trades in which training is being provided therein;
(c) whether the expected benefits of the said scheme are not reaching the rural and tribal
areas due to lack of awareness, limited resources and dearth of training facilities; and
(d) if so, the steps taken or proposed to be taken by the Government to increase the outreach
of the said scheme, improve the quality of training and create the opportunities for employment
and self-employment at the local level?

(a) to (b) The Jan Shikshan Sansthan (JSS) Scheme under the Skill India Programme aims to
provide skill training in a non-formal mode at the doorsteps of the beneficiary with 100% grant
from the Government of India. The objective of the scheme is to increase the household income
by promoting self/wage employment through skill development training. The target beneficiaries
of the scheme are non-literates, persons having rudimentary level of education and school
dropouts up to class 12th in the age group of 15-45 years. The priority groups are women (83%),
SCs, STs, OBCs and minorities in the rural areas and urban low-income areas.
At present, there are 294 JSSs functional out of which 29 are functional JSS in the state of
Madhya Pradesh which includes JSS Ratlam in the Lok Sabha Constituency no. 24 of Madhya
Pradesh. There is no active JSS in Jhabua and Alirajpur districts. Further, the details of trades
under JSS scheme in Ratlam District are given below:

Stringing/ Beading Artisan (Fashion Jewellery)(c) & (d) To ensure that the benefits of the JSS scheme reaches the rural and tribal areas,
awareness and mobilisation activities are undertaken by individual JSSs at village and block
levels as part of their operational activities. JSS centres organise awareness programmes to
identify beneficiaries from non-literate and economically disadvantaged backgrounds and
motivate them to participate in livelihood-oriented skill training.
Further, JSS institutions collaborate with Self-Help Groups (SHGs), Panchayati Raj Institutions,
Anganwadi centres, local NGOs and community-based organisations for identification and
mobilisation of beneficiaries. These institutions help in disseminating information about training
programmes, identifying eligible women beneficiaries and facilitating participation from rural and
marginalised communities.
In order to improve the quality of the training, 51 National Skill Qualification Framework (NSQF)
aligned job roles, including 28 new-age job roles, have been adopted, based on local demand to
ensure regionally relevant training and improved employability prospects. Further, NCVET-
aligned certificates bearing Skill India, JSS and NCVET logos along with credit details enhance
credibility, portability and placement opportunities for beneficiaries.
To create the opportunities for employment and self-employment, a livelihood cell has been
created at each JSS, headed by the Programme Officer of the JSS and supported by other staff
members. This cell forms linkages of the trained JSS beneficiaries especially women
beneficiaries, with the Self-Help Groups (SHGs)/Joint Liability Groups (JLGs) to promote their
entrepreneurship and livelihood. The Livelihood Cell also links them with the appropriate
National/State portal for the promotion of livelihood opportunities, provides counseling support to
beneficiaries for enabling them to take up self/wage employment in related trades as per the
market need and acts as a bridge between employers, banks/micro-finance institutions/State
Governments for delivering the benefit of schemes of financial assistance/loans to JSS
beneficiaries, especially women.
