(a) whether the Government has established Common Service Centres (CSCs) and Digital Training Centres in the
gram panchayats of Bihar under the Digital India programme;
(b) if so, the details of the number of these centres along with the details of their functional status and operation,
State and district-wise;
(c) whether rural citizens are being provided digital literacy, access to Government services, and e-governance
related facilities through these centres and if so, the details thereof; and
(d) whether the Government has established any evaluation mechanism to monitor the impact of these centres and
if so, the details of the salient features thereof?

(a) to (d): Government of India launched a project to set up Common Services Centres (CSCs) under the project
CSC 2.0 to provide citizen centric services i.e. Government to Citizen (G2C) services and Business to Citizen
(B2C) services. The project CSC 2.0 is implemented through CSC e-Governance Services India Limited.
CSC e-Governance Services India Limited has apprised that as in June 2025, a total number of 10.12 lakh (approx.)
CSCs are registered and 4.36 lakh (approx.) CSCs are functional in the country at Gram panchayat level. In the
state of Bihar, 98 thousand (approx.) CSCs are registered and 46 thousand (approx.) are functional at Gram
panchayat level. District-wise details of registered and functional CSCs are at Annexure-I.
These CSCs are instrumental for Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA), launched by
Government of India, to promote digital literacy in rural India. PMGDISHA scheme aimed to provide basic digital
literacy to rural households, ensuring one person per household gains essential digital skills. A total number of 6.39
crore beneficiaries were certified under the PMGDISHA scheme out of which more than 74 lakhs beneficiaries are
from Bihar. A total number of 16,173 CSCs were registered as training centres in Bihar under PMGDISHA
Scheme.
More than 800 services are being delivered through these CSCs, including Government services, financial services
and services related to Aadhar, social welfare services, education, telemedicine, utility payments, banking and
insurance services etc.
An evaluation mechanism has been established by CSC e-Governance Services India Limited to assess the
performance and impact of CSCs. The evaluation system includes real -time dashboards to monitor transactions,service uptake, and activity at each centre. Monthly biometric authentication of Village Level Entrepreneurs
(VLEs), verification of CSC status to ensure continued functionality, physical verification of CSCs using a geo-
tagged mobile application by district-level field teams, and periodic impact assessments to evaluate the
effectiveness of the CSCs are also undertaken.
