Parliament Question: Digitalisation and Transformation of Petroleum Retail Outlets

SHRI ASHOK KUMAR RAWAT: पे(cid:7069)ोिलयम और (cid:7079)ाकृितक गसै म(cid:7074)ं ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the extent to which digital empowerment of petroleum retail outlets including adoption of digital payment systems has contributed to enhancing consumer convenience and improving operational efficiency in the petroleum marketing sector; (b) whether the deployment of mobile fuel delivery infrastructure including fuel bowsers has resulted in any measurable improvement in last-mile fuel availability in remote, rural and underserved areas and if so, the details thereof; and (c) whether the Government has prepared any roadmap to transform petroleum retail outlets into integrated energy service centres and if so, the details thereof? ANSWER प(cid:7069)े ोिलयम और (cid:7079)ाकृितक गसै म(cid:7074)ं ालय म(cid:7286) रा(cid:6996)यम(cid:7074)ं ी ((cid:7088)ी सरु ेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) to (c): Public Sector Oil Marketing Companies (OMCs) have a network of 92343 Retail Outlets (ROs) across the country including urban, semi-urban & rural areas, out of which 92195 ROs are enabled with digital payment solutions, as on 01.03.2026. These include UPI, Credit and Debit Cards and Loyalty programs, which ensure convenient cashless transactions for customers across the country. As on 01.03.2026, Public Sector OMCs have 3283 nos. of Mobile Fuel Delivery vehicles across the country including the remote, rural and underserved areas. These vehicles have enabled to bridge the supply–demand gap in High Speed Diesel (HSD), especially for industries and remote users who lack storage facilities, while supporting ease of doing business and expanding access. As on 01.03.2026, Public Sector OMCs have 1488 Energy Stations across the country. These Energy Stations serve as fuel retail hub offering an array of energy options for mobility, which not only include traditional fuels but also a bouquet of alternative energy sources. They serve conventional fuels (Petrol and Diesel) & green fuels [Biofuels, Compressed Natural Gas (CNG) and Liquefied Natural Gas (LNG) where feasible] and also have Electric Vehicle (EV) charging facilities. *****
