Digitalisation of Fertilizer Subsidy Claims

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether Government has launched a fully digital and integrated fertilizer subsidy claim
system in line with the vision of Digital India and Viksit Bharat @2047;
(b) whether the new digital fertilizer subsidy platform enables end-to-end online processing of
subsidy claims annually;
(c) whether the digital subsidy claim system will reduce delays, leakages and manual
intervention in fertilizer subsidy disbursement;
(d) whether Government has taken steps to onboard all fertilizer companies and concerned
stakeholders onto this digital platform; and
(e) if so, the details thereof, and the timeline for its nationwide implementation and monitoring
mechanism?
ANSWER

(SMT. ANUPRIYA PATEL)
(a) to (e) : Department of Fertilizers (DoF) in 2016, has developed and launched a fully digital
and integrated fertilizer subsidy claim system viz., Integrated Fertilizer Management System
(iFMS) in line with the vision of Digital India and Viksit Bharat @2047. The iFMS enables end-
to-end online processing of subsidy claims in each financial year. Under 'DBT in Fertilizers'
system, which has been rolled at pan India level in March, 2018, the 100% subsidy on various
fertilizer grades is released to the fertilizer companies, on actual sales to the beneficiaries
based on Aadhaar authentication through Point of Sale (PoS) devices installed at each retail
shop. Fertilizer Companies as and when inducted under any subsidy scheme of Department
of Fertilizers is assigned unique iFMS ID for monitoring of import, production, dispatch and
claiming weekly DBT subsidy bills.

Subsidy claims based on PoS-recorded sales are processed in a chronological manner on a
First-In-First-Out (FIFO) basis to reduce delays, leakages and manual intervention in fertilizer
subsidy disbursement. Further, for digital management of fertilizer subsidy payments at a large
scale, the Government has introduced an integrated e-bill system. This digital system is aimed
at reducing manual and paper-based processes, accelerating the payment workflow, and
enhancing transparency and accountability in the subsidy payment process.
