(a) whether the Government has undertaken any initiatives to digitise India’s dairy sector to
improve productivity, transparency, traceability and farmers’ incomes;
(b) if so, the details thereof along with the areas covered under these initiatives;
(c) the details of digital platforms, mobile applications, databases and technology-driven
interventions introduced for digital transformation during the last three years;
(d) the number of dairy farmers, milk cooperatives and private dairies onboarded under such
digital initiatives, State/UT-wise; and
(e) the steps taken by the Government to address the challenges relating to digital literacy,
internet connectivity, data security and inclusion of small and marginal dairy farmers in the
digital ecosystem?

(a) & (b) Yes Sir. The Department of Animal Husbandry and Dairying, GoI has
launched the National Digital Livestock Mission (NDLM) for creating a digital database of
livestock and related services across the country. Major objective of NDLM are to
enhance the Productivity and Breed Improvement, strengthen Disease Surveillance and
Control, to create a system enabling related information to Livestock owners and the
traceability in Livestock products. The system has been implemented in all States/ Union
Territories of Union of India.(c) Two mobile applications, namely “Bharat Pashudhan” & “1962” as well as web
interfaces have been made for the use of workforce. “Bharat Pashudhan” is an Android
based application, available on Google Playstore for the use of field workforce for recording
the field activities. In Bharat Pashudhan a unique ID in the form of 12 digit bar coded ear tag
is issued to all livestock animals. Utilizing this Tag ID as a primary key field workers record
information from the field in respect of every animal which includes - animal registrations,
artificial inseminations and all breeding activities, change in ownership, vaccinations, e-
prescriptions, ration balancing, disease reporting, milk recording, etc. Similarly, mobile
application “1962” for the Livestock Owners is empowering them with information of their
animals, schemes and facilities available to them in Livestock Sector. This app is connected
to NDLM database for providing information to livestock owner about his/her animals
registered and is also connected with Department of Animal Husbandry & Dairying (DAHD),
GoI website to provide latest information about schemes/programmes of the DAHD.
(d) As on date the number of livestock owners registered in the Bharat Pashudhan
portal is 9.54 crore, pashu aadhar registered 36.30 crore, field workforce registered 4 lakhs,
vaccination records entered in systems are 148.86 crore and all type of transactional records
available in Bharat Pashudhan is 250 crore. State wise number registered animal owners
including of small/ marginal dairy farmers, milk cooperatives and private dairy farms on
boarded for their animal management till date are tabulated at Annexure I.
(e) The steps taken by the Government to address the challenges relating to digital
literacy, internet connectivity, data security and inclusion of small and marginal dairy farmers
in the digital ecosystem are - the mobile application has been designed for on-line as well as
off- line use in the field. The transactions can be recorded in off-line mode where the
connectivity or internet network is not strong enough to capture the information online and
can be synced later from the better connectivity area. Regarding data security both web and
mobile application has been audited with certified auditors against all applicable guidelines,
advisories, white papers and vulnerability notes issued by advisory bodies of the
Government. The application is hosted on secured cloud environment managed by Digital
India Corporation, Ministry of Electronics and Information Technology (MeitY),
