Parliament Question: Digitization of Court Proceedings

BHARTI PARDHI: SHRI RAVINDRA DATTARAM WAIKAR: SHRI SHRIRANG APPA CHANDU BARNE: Will the Minister of LAW AND JUSTICE be pleased to state: (a) whether the Government has implemented a comprehensive digitisation of court proceedings through the e-Courts Mission Mode Project across district and subordinate courts, if so, the details thereof; (b) the technological infrastructure deployed for virtual hearings, e-filing systems and online case status tracking enabling transparent access to justice; (c) whether digital case management systems have reduced physical court visits and improved case flow efficiency in the lower judiciary, if so, the details thereof; (d) the measures for capacity building of judicial officers and court staff in utilising digital platforms for seamless case administration; and (e) the manner in which the e-Courts transformation enhances judicial accessibility for litigants in remote areas and supports paperless court administration under Digital India vision? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF LAW AND JUSTICE; AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI ARJUN RAM MEGHWAL) (a): The eCourts Mission Mode Project, under the National e-Governance Plan, is implemented in a phased manner by Department of Justice in coordination with eCommittee, Supreme Court of India, to leverage Information and Communication Technology (ICT) for efficient, transparent and citizen-centric justice delivery. 1As per the information provided by eCommittee, Supreme Court of India, under Phase-III of the eCourts Project, digitisation of legacy and current judicial records, creation of Digital Case Records, universalisation of e-Filing and e-Payments, and adoption of paperless court processes have been undertaken. Standard Operating Procedures (SOPs), technical standards and implementation guidelines have been issued to the High Courts for digitisation and digital case management. (b) to (e): Under the eCourts Mission Mode Project, necessary ICT infrastructure to facilitate virtual hearings, electronic filing of cases and online case status tracking has been provided. e-Filing Version 3.0 enables online filing of cases and documents, while National Judicial Data Grid (NJDG), eCourts Services Mobile App and Judgment Search Portal provide online access to case status, orders, judgments and other case-related information. Video Conferencing facilities have been provided in various courts to enable virtual hearings. These initiatives have thus, reduced the need for physical visits to courts, particularly for litigants in remote and underserved areas. Regular training programmes, workshops, orientation sessions and refresher programmes are conducted by the respective High Courts through Judicial Academies for Judicial Officers and court staff. The Project, thereby, supports the Digital India vision by promoting paperless court administration through digitisation of judicial records, Digital Case Records, electronic workflows and integrated digital platforms. *** 2
