Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether Government has strengthened disaster management plans, if so, the details thereof;
(b) whether any new procedure has been implemented for relief operations during emergency situations, if so, the details thereof; and
(c) the details of total assistance provided to States and Union Territories during the last three financial years under the SDRF, NDRF, SDMF and NDMF? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)
(a): The National Disaster Management Plan (NDMP) was framed and issued, for the first time, in the year 2016. The plan was revised in the year 2019 in consultation with all stakeholders. The revised NDMP brings together all sectors, ministries and departments at the Central and State level as well as district level functionaries and defines their respective roles and responsibilities in disaster risk reduction. The revised NDMP is aligned with the targets laid down under the Sendai Framework for Disaster Risk Reduction (SFDRR) and Prime Minister’s 10-Point Agenda on Disaster Risk -2-R.S.US.Q.NO. 2960 FOR 18.03.2026 Reduction (DRR). Mainstreaming Disaster Risk Reduction is an integral feature of the NDMP.
(b): As per the National Policy on Disaster Management, the primary responsibility for disaster management, including the disbursal of relief to the affected people and taking mitigation measures at the ground level, rests with the State Governments concerned. The State Governments provide financial relief to the affected people in the event of notified natural disasters, from the State Disaster Response Fund (SDRF), already placed at its disposal, in accordance with approved items and norms of Government of India. However, in the event of disaster of a ‘severe nature’, additional financial assistance is extended from the National Disaster Response Fund
(NDRF), as per laid down procedure, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT).The financial assistance
provided under SDRF/ NDRF are towards relief and not for compensation of loss as suffered/ claimed.
However, 15th Finance Commission (FC) has recommended a two-stage assessment of the damages caused by any natural disaster. The first stage be a smaller assessment, to ascertain humanitarian and relief needs and the second assessment should be more elaborate and cover damage, loss and recovery needs.
-3-R.S.US.Q.NO. 2960 FOR 18.03.2026 Accordingly, Central Government conducts financial assessment for providing relief to the States in a well-established twin-system of assessments (i) Inter-Ministerial Central Team (IMCT) and (ii) Post-Disaster Needs Assessment (PDNA). IMCTs are deployed by the Ministry of Home Affairs (MHA) immediately after the disaster to assess immediate disaster impacts whereas PDNA is a more comprehensive and systematic assessment conducted after the initial emergency response phase, aimed at evaluating the overall impact of a disaster and planning for long-term recovery.
