DISCREPANCIES IN SUPPLY OF FERTILIZERS IN TELANGANA

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Union Government has taken note of the formal complaint by the
Government of Telangana (in August-September 2025) alleging a critical shortfall in
the supply of over 3 LMT of Urea against the quota allocated to the state for the Kharif
season, if so, the details thereof;
(b) the manner in which the Government is likely to reconcile its position that
adequate stocks were available with the state's data showing severe shortages at the
district level, which reportedly led to distress among farmers; and
(c) the steps being taken by the Government to conduct a joint reconciliation of
supply of data with the state to ensure that the allocation of Urea is released in a timely
and transparent manner for the upcoming Rabi season?
ANSWER

(a) to (c) Following steps are taken by the Government every season for ensuring
timely and adequate availability of fertilizers in the country, including the State of
Telangana:
(i) Before the commencement of each cropping season, Department of
Agriculture and Farmers Welfare (DA&FW), in consultation with all the State
Governments, assesses the State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
(iii) The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Monitoring System (iFMS).
(iv) The State Governments are regularly advised to coordinate with
manufacturers and importers for streamlining the supplies through timely placement
of indents.-2-
(v) Regular Weekly Video Conference is conducted jointly by DA&FW and
D/o Fertilizers with State Agriculture Officials and corrective actions are taken
to dispatch fertilizer as indicated by the State Governments.
(vi) Distribution of fertilizers within the State at district level is done by the
concerned State Government.
Further, the availability of Urea remained adequate in the State of Telangana during
the Kharif 2025 season. From the period 01.04.2025 to 30.09.2025, 10,28,000 Metric
Tons of Urea was made available against the seasonal requirement of 9,80,000 Metric
Tons. The sales of Urea during the said period was 9,79,000 Metric Tons and the
State had closing stock of 49,000 Metric Tons of Urea on 30.09.2025. Moreover, the
State currently holds adequate closing stock of 2,29,000 Metric Tons of Urea (as
on 01.12.2025) for the ongoing Rabi 2025-26 season.
