Shri Sunil Kumar: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government is aware that, in some places of West Champaran district of Bihar, due to the mistake of the data operator, the job card number of some other person has been entered in front of the name of the beneficiary in the waiting list of Pradhan MantriAwasYojana (PMAY) because of this the beneficiary is not able to get the amount of the AwasYojana; (b) if so, whether it is true that until the Ministry of Home Affairs directs the State Government to correct the waiting list and put the job card number of the person included in the list against his name, the beneficiary will not be able to get the benefit of the AwasYojana; and (c) if so, whether the Ministry of Home Affairs proposes passing such an order and sending it to the State Government for correction of the job card number so that the beneficiary can receive the amount of the AwasYojana? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a): In order to achieve the objective of "Housing for All" in rural areas, the Ministry of Rural Development is implementing Pradhan MantriAwaasYojana- Gramin (PMAY-G) with effect from 1st April 2016 to provide assistance to eligible rural households for the construction of pucca houses with basic amenities with a cumulative target of 4.95 crore houses by March 2029. The Union Cabinet has approved the proposal for the continuation of PMAY-G during FY 2024-25 to 2028-29 for construction of 2 crore additional Page 1 of 3houses. Further, it is stated that the State/ UT is the implementing agency for PMAY-G at the ground level. Under Pradhan MantriAwaasYojana-Gramin, it is mandatory to provide support of 90/95 person days unskilled wage employment at the current rates (approximately Rs. 27,000) to a PMAY-G beneficiary for construction of his /her house in convergence with MGNREGS. To get assistance under MGNREGA, job card no. of beneficiary is mandatory during registration survey. The identification of beneficiaries under PMAY-G is based on the housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC) 2011. These criteria are applied on SECC 2011 database and a system generated priority list of households from the database was deliberated upon in Gram Sabha meetings. After due verification by the Gram Sabhas and completion of Appellate Process, Gram panchayat-wise Permanent Wait List (PWL) is prepared. Thereafter, Awaas+ survey was conducted during January 2018 to March 2019 to identify those beneficiaries who, though are eligible for inclusion in PWL, but claimed to be left out from the SECC 2011. In this exercise, the States/UTs uploaded details of additional households, which were also subjected to Gram Sabha verification and Appellate Process. Further, it is also informed that the Union Cabinet has approved the extension of PMAY-G for 5 more years (FY 2024-25 to 2028-29) to provide assistance for the construction of 2 crore additional rural houses. In accordance with the approval of the Union Cabinet, a new survey is also being conducted for identification of additional eligible households by the States/ UTs including the State of Assam using eKYC face based authentication through the Awaas+ 2024 mobile app and with modified exclusion parameters. During survey of left out beneficiaries from SECC-2011 data by Awasplus App 2018, some of the job cards were Auto Synchronised with Nregasoft during the registration on Awaassoft due to which it reflected as "Duplicate Job Card.". Those eligible beneficiaries who were left out in the Awaasplus App 2018 have been surveyed under Awaas plus 2024 survey. There is a online module available on the MIS of the scheme i.e. AwaasSoft for entry of the job cards. (b) & (c): No. As per the scheme guidelines, the State/UT Government shall constitute a three-member Appellate Committee at the District level. The Appellate Committee will consider the Page 2 of 3complaints with the report, against deletion or change in ranking and resolve the same within a fixed period of time. The detailed procedure for hearing by the Appellate Authority including timely disposal, will be decided by the respective State/UT. Monitoring of PMAY-G is done through real time capture of progress using workflow enabled transactional data in MIS i.e. AwaasSoft. For process monitoring, inspection is done by central teams, state/district/block level officials of the state. Monitoring is also done by District Development Coordination and Monitoring (DISHA) Committee headed by Members of Parliament and via Social Audit, etc. The National Level Monitoring system of Ministry of Rural Development is a third party monitoring and reporting mechanism working towards regular assessment of implementation of Rural Development Programmes/ Schemes including PMAY-G in the country. The Guidelines provide that a grievance redressal mechanism is to be set up at different levels of administration viz., Gram Panchayat, Block, District and the State under PMAY-G. An official of the State Government is designated at each level to ensure disposal of grievances to the satisfaction of the complainant within a period of 15 days from the date of receipt of the grievance / complaint. Any complaints received in the Ministry of Rural Development through CPGRAMS or otherwise, are forwarded to the respective State Government for redressal of the grievance as the State Government is the implementing the PMAY-G on the ground. The officers designated at each level for redressal of grievances take necessary action and furnish the Action Taken Report to the Ministry under intimation to the complainant within one month of receipt of the complaint from the Ministry. In addition, the States/UTs utilize the services of Ombudsperson under MGNREGA to dispose of grievances and reported incidences of irregularities under PMAY-G to expeditiously redress the grievances and to uphold the rights of the rural poor. ***** Page 3 of 3
