Following the formation of the 18th Lok Sabha, District Level DISHA Committees (DLDCs) were reconstituted on August 8, 2024, nationwide, including in Daman and Diu. Since then, one DLDC meeting was held in Daman on May 13, 2025, and one in Diu on May 30, 2025.
DISHA guidelines mandate that DLDC meetings be held at least once per quarter, totaling a minimum of four meetings annually, with sufficient notice provided to Members of Parliament (MPs), Members of Legislative Assembly (MLAs), and other committee members. The chairperson can call for more than four meetings if desired. The Ministry of Rural Development emphasizes the importance of regular DISHA meetings and has urged all States/Union Territories to ensure compliance through their Member Secretaries, District Collectors, Magistrates, and Deputy Commissioners. Members of Parliament have also been requested to regularly hold DISHA meetings in their respective districts.
DISHA guidelines stipulate that meeting proceedings should be issued and uploaded to the Meeting Reporting Portal (https://erp.disha.gov.in) within 10 days of the meeting. As of July 29, 2025, the proceedings of the DISHA meetings held in Daman and Diu had not yet been uploaded to the Meeting Reporting Portal.

DISHA MEETINGS IN DAMAN AND DIU

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details and number of meetings of District Level DISHA
Committees have been held in Daman and Diu District since
the formation of 18th LokSabha;
(b) the number of meetings of District Level DISHA Committees
are to be held mandatorily in a year as per DISHA guidelines
issued by the Ministry of Rural Development;
(c) the action likely to be taken against the district administration
in case it fails to hold the minimum number of meetings;
(d) the date on which the meetings held in both the districts, if
any;
(e) whether the minutes and summaries of said meetings have
been shared, if so, the details thereof; and
(f) the time by which the minutes and summaries of the meetings
are likely to be shared as per the guidelines along with the
details thereof?

(a) & (d): Following the formation of the 18th LokSabha, the
District Level DISHA Committees (DLDC), comprising Members of
the 18th LokSabha, were reconstituted on August 8, 2024, in all the
districts across the country, including Daman and Diu districts. The
details of DLDC meeting held in Daman and Diu Districts since the
formation of 18thLokSabha are as under:

(b) & (c): As per DISHA guidelines, meetings of District Level
DISHA Committees should be held at least once in every quarter,
after giving sufficient notice to the Hon’ble MPs/MLAs and all other
Members of the DISHA Committee. During the year at least 4
meetings are to be organized. However, if chairperson so desires,
number of meetings to be convened can be more than four.
Recognizing the critical importance of DISHA, Ministry of Rural
Development (MRD) is persistently working to ensure that these
meetings are convened on a regular basis. All States/UTs have been
urged to take necessary actions and instruct the relevant Member
Secretaries (District Collectors, Magistrates, Deputy
Commissioners) to ensure that District Level DISHA meetings are
held as per DISHA guidelines. The Hon’ble Members of Parliament
have also been requested from time to time to hold DISHA meetings
in their respective districts on regular basis.
(e) & (f): As per DISHA guidelines, the proceedings of the DISHA
meetings should be issued within 10 days of the meeting and it
should be immediately uploaded on the ‘Meeting Reporting Portal’
(https://erp.disha.gov.in), a portal developed by Ministry of Rural
Development to support the operations of DISHA. Proceedings of the
DISHA meetings held in Daman and Diu Districts have not yet been
uploaded on the ‘Meeting Reporting Portal’.
