DISPLACEMENT DUE TO DOONGRI DAM

Will the Minister of JAL SHAKTI be pleased to state:
(a) whether around 76 villages are expected to be displaced completely or partially due to proposed Doongri
Dam in Sawai Madhopur–Karauli of Rajasthan and if so, the details thereof;
(b) the official data of the total population, agricultural land, forest land, pastureland, religious places,
households, livelihood means and livestock likely to be displaced due to the said project;
(c) whether the options like alternate design/location/height of Doongri Dam have been considered and if so, the
details thereof;
(d) whether the Environmental Impact Assessment (EIA) and the Social Impact Assessment (SIA) reports have
been completed and if so, the details thereof;
(e) whether the consent of the concerned Gram Sabhas has been obtained and if so, the details thereof; and
(f) whether the Government proposes to discontinue the project operations without ensuring resettlement of the
affected 76 villages, land compensation, livelihood security and consent of the Gram Sabha, if so, the time by
which it is likely to be done and if not, the reasons therefor?

(a) to (f) As per the information provided by the Government of Rajasthan, on the basis of preliminary
assessment of proposed Doongri Dam, it is expected that more than 10% habitation area will be affected of total
16 villages and out of 16 villages 10 villages are of Sawai Madhopur district and 06 villages of Karauli district.
The Detailed Project Report (DPR) for the Rajasthan Component of the Modified
Parbati-Kalisindh-Chambal Link Project, which includes the Doongri Dam on the Banas River, has been
submitted to the Central Water Commission (CWC) for techno-economic appraisal. Initially the State of
Rajasthan had got the DPR prepared for Doongri dam for FRL/MWL of 230 m which has been revised to 227.5
m in the current DPR submitted to CWC after considering the affected habitation area, infrastructure, wild life
and optimum storage capacity required for the project.
After appraisal of DPR and approval of the project, the land would be acquired as per the provisions of
“Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013
and Rules of 2016 of Government of Rajasthan”. Environmental Impact Assessment (EIA), Social Impact
Assessment (SIA), total population to be affected, agricultural land, forest land, pastureland, religious places,
households, livelihood means and livestock to be displaced due to the said project, would be ascertained after the
appraisal of the DPR and approval of the project.
