Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the steps being taken by the Government to protect informal livelihoods
during urban redevelopment and housing allotments in view of regular
displacement of slum dwellers and urban poor in redevelopment and smart
city projects, particularly in Delhi; and
(b) the number of such evictees rehoused or provided alternate housing under
the Pradhan Mantri Awas Yojana-Urban (PMAY-U) or any other schemes
during the last five years in Delhi, year-wise?

(a) & (b): ‘Land’ and ‘Colonisation’ are State subjects. Therefore,
schemes related to housing for their citizens including slum
redevelopment/rehabilitation are implemented by States/Union Territories
(UTs) in their respective areas. Hence, the data related to the number of
evictees displaced and rehabilitated slum dwellers is not maintained by
the Ministry.
However, as regards the Government of National Capital Territory of Delhi
(GNCTD), the slum rehabilitation and/or relocation are done by various land
owning agencies like Delhi Development Authority (DDA), Delhi Urban
Shelter Improvement Board (DUSIB) etc. under the provisions of various
applicable Acts.
As per the information received from DDA, as part of the Slum
Rehabilitation programme, DDA has carried out redevelopment after
properly rehabilitating eligible slum dwellers. It involves a total of 5,158
households, out of which a total of 3,414 were found eligible for alternative
rehabilitation as per the DUSIB policy. The eligible dwellers have been
provided with alternative rehabilitation with all modern facilities. The
details of slum rehabilitation carried out by DDA during last five years are
at Annexure.

Implementing agencies execute slum rehabilitation projects based on their
own land management policies and slum rehabilitation policy of
States/UTs. During the slum rehabilitation and/or resettlement, land
owning agencies/implementing agencies and affected
families/beneficiaries may also seek assistance under Pradhan Mantri
Awas Yojana – Urban (PMAY-U) & PMAY-U 2.0, if beneficiaries are
otherwise eligible. DDA has implemented the rehabilitation projects
through its own funds.
Moreover, Ministry of Housing and Urban Affairs (MoHUA) is supplementing
the efforts of States/UTs by providing Central Assistance under PMAY-U
since 25.06.2015 for construction of houses for eligible
families/beneficiaries including slum dwellers. The scheme was
implemented through four verticals i.e., Beneficiary Led Construction
(BLC), Affordable Housing in Partnership (AHP), In-Situ Slum
Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). The
scheme period has been extended up to 31.12.2025 to complete
sanctioned houses without changing the funding pattern and
implementation methodology.
Further, based on the learnings from the experiences of implementation of
PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0
‘Housing for All’ Mission with effect from 01.09.2024 to support 1 crore
additional eligible beneficiaries in urban areas. PMAY-U 2.0 is implemented
through four verticals i.e., Beneficiary Led Construction (BLC), Affordable
Housing in Partnership (AHP), Affordable Rental Housing (ARH) and
Interest Subsidy Scheme (ISS).
In Delhi, 31,346 beneficiaries have availed the benefit under CLSS/ISS
component of PMAY-U & PMAY-U 2.0. Moreover, the CLSS vertical under
PMAY-U ended on 31.03.2022.
