DISPROPORTIONATE COST SHARING IN CENTRALLY SPONSORED
SCHEMES
243. Shri Abhishek Banerjee:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the total funds allocated and released by the Union and State
Governments respectively under the Pradhan
MantriAwasYojana – Gramin (PMAY-G) in the National Old Age
Pension Scheme (NOAPS), Indira Gandhi National Disability
Pension Scheme (IGNDPS), and the JalJeevan Mission (JJM)
during the last five years, scheme and State-wise;
(b) whether the actual expenditure incurred by State Governments
under these schemes exceeded the Union Government’s share
in any State during such period, if so, the details thereof;
(c) whether the Government proposes to revise the cost-sharing
formula or increase its share in schemes where
implementation burden has fallen disproportionately on States,
if so, the details thereof, if not, the reasons therefor; and
(d) whether the Government has received representations from
States regarding financial strain caused due to current cost-
sharing arrangements, if so, the nature of these
representations and steps taken in response?

(a): National Social Assistance Programme (NSAP) is a social
security programme for the most vulnerable persons of our society
living below poverty line, both in rural and urban areas irrespective
of the category of the beneficiaries. Under the programme, the old
aged, widows, and disabled persons belonging to Below Poverty
Line (BPL) and fulfilling eligibility criteria prescribed in the NSAP
guidelines, are provided financial assistance, in form of pension,
ranging from Rs.200/- to Rs.500/- p.m. and in the case of death of the
Page 1 of 10breadwinner of such family, a lump sum assistance of Rs. 20,000/- is
given to the bereaved family.
In order to achieve the objective of "Housing for All" in rural
areas, the Ministry of Rural Development is implementing Pradhan
MantriAwaasYojana- Gramin (PMAY-G) with effect from 1st April
2016 to provide assistance to eligible rural households for the
construction of pucca houses with basic amenities. The Union
Cabinet has approved the proposal for the continuation of PMAY-G
during FY 2024-25 to 2028-29 for the construction of 2 crore
additional rural houses. As on 28.11.2025, a total target of 4.14
crore has been allocated by the Ministry, out of which 3.86 crore
houses have been sanctioned by States/UTs and 2.91 crore houses
have been completed.
Government of India in partnership with States, is
implementing JalJeevan Mission (JJM) – HarGharJal to make
provision of tap water supply to every rural house-hold. JalJeevan
Mission, being a centrally sponsored programme, it adheres the
funding pattern, which was based on recommendation of sub-group
of Chief Ministers, notified by NITI Aayog, Governing Council
Secretariat’s OM dated 17.08.2016, between Centre and States/
UTs.
State-wise details of funds released during the last five years
under PMAY-G, and NSAP viz. Indira Gandhi National Old Age
Pension Scheme (IGNOAPS) and Indira Gandhi National Disability
Pension Scheme (IGNDPS) are given at Annexure I and the year-
wise and State/ UT-wise details of fund allocated, released and
utilized under JJM is at Annexure-II.
(b) to (d): Presently, NSAP is a 100% centrally funded centrally
sponsored scheme (CSS). However, as social security, invalid and
old age pensions figure as items 23 and 24 in the Concurrent List
(7th Schedule) of the Constitution, both the Central Government and
States/ UTs have the responsibility for working in tandem in rolling
out a comprehensive social security framework for the country.
Accordingly, the States/UTs are encouraged to provide top up
amounts at least an equivalent amount to the assistance provided
by the Central Government. At present, the States/UTs are adding
top-up amounts ranging from Rs. 50 to Rs.5700 per month per
beneficiaries under NSAP schemes.
Under PMAY-G, the unit assistance of Rs. 1.20 lakh in plain
areas and Rs. 1.30 lakh in North-Eastern States, Hilly States
Page 2 of 10(including UTs of J&K and Ladakh) is provided. The funding pattern
between Centre and the State is in accordance with the Cabinet
approval wherein for the NER States and Himalayan States
[Uttarakhand, Himachal Pradesh and Jammu and Kashmir (UT)] it is
90:10, whereas for the rest of the States is 60:40 and for Union
Territories without legislature 100% funding are borne by the
Centre. As per the Framework for Implementation of the PMAY-G, Rs
12,000 is provided separately for the construction of a toilet from
Mahatma Gandhi National Rural Employment Guarantee Scheme
(MGNREGS), Swachha Bharat Mission -Grameen (SBM-G) or any
other dedicated source and 90/95 days of unskilled manual labour is
provided through convergence with MGNREGS. In addition to this,
although not mandatory, some States/ UTs are providing top-up from
their resources besides contributions from the beneficiaries for
completion of the houses.
The funding pattern under JJM is 100% for UTs without
legislature, 90:10 for North-Eastern & Himalayan States and UTs
with legislature and 50:50 for rest of the States. Moreover, under
Support and Water Quality Monitoring System (WQMS) activities
under the Mission, the funding pattern is 100% for Union Territories,
90:10 for Himalayan & North-Eastern States & UTs with legislature
and 60:40 for other States.
Further, JJM being a pan India programme, at the time of its
inception in August 2019 due weightage was accorded to the
parameters like desert, drought & arid conditions, scarcity of water,
rural population & those affected by chemical contamination of
ground water, etc. as are prevailing in different States/ UTs of the
country for allocation of available fund under JJM.
At the time of the launch of JJM, the Government approved
central support of Rs. 2.08 lakh Crore (58%) as Central share in the
total estimated outlay of Rs. 3.60 lakh for the States and UTs. The
approved Central outlay has almost been utilized till 2024-25.
Considering the progress achieved so far and ongoing works,
Hon’ble Finance Minister has announced extension of JalJeevan
Mission till December 2028 with enhanced total outlay through
budget announcements 2025-26. Accordingly, proposal for the
continuation of JalJeevan Mission till December 2028 is under
consideration.
