Distribution of Fertilizers in Jajpur District

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether it is a fact that farmers are the backbone of the 4th largest economy of
the world but still facing a lot of difficulties for fertilizer accessibility as per the
requirement in Jajpur Lok Sabha Constituency of Odisha despite measures taken by
the Government for timely and transparent delivery of manures, if so, the details thereof;
and
(b) whether the Government is formulating any plan to address the said concern for
hassle-free distribution of fertilizers to farmers, if so, the details thereof?
ANSWER

(a) & (b) Following steps are taken by the Government every season for ensuring
timely and adequate availability of all fertilizers across the States, including in the State of
Odisha:
(i) Before the commencement of each cropping season, Department of Agriculture and
Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates adequate
quantities of fertilizers to States by issuing monthly supply plan and continuously
monitors the availability.
(iii) The movement of all major subsidized fertilizers is monitored throughout the country
by an on-line web-based monitoring system called integrated Fertilizer Management
System (iFMS).
(iv) The State Governments are regularly advised to coordinate with manufacturers and
importers for streamlining the supplies through timely placement of indents.(v) Regular coordination meetings are held with Ministry of Railways for giving sufficient
rakes, priority to fertilizers and for timely evacuation of rakes for States.
Further, the mandate of D/o Fertilizers is to ensure adequate availability of fertilizers at
State level. However, the distribution of fertilizers within the State at district level is done
by the concerned State government.
In this regard, the availability of fertilizers has remained adequate in the State of Odisha
during the ongoing Rabi 2025-26 season. The information regarding requirement,
availability, sales and closing stock of these fertilizers during the period 01.10.2025 to
16.03.2026 is as under:

Further, the State government of Odisha has informed that the availability of
fertilizers has remained adequate and there is no shortage of fertilizers in any district of
Odisha, including Jajpur district, during the ongoing Rabi 2025-26 season.
Besides, the State has also informed that it has taken the following steps to address
hassle free distribution of fertilizers:
(i) Prepositioning of fertilizers, especially Urea, in PACs/LAMPCs is done before the
commencement of each cropping season.
(ii) The Department of Agriculture and Farmers Empowerment (DA&FE) provides
financial assistance to MARKFED towards transportation and handling cost of urea
through scheme “Grant to State Fertiliser Procurement Agencies”.
(iii) In addition to this, an amount of Rs 150 Crores has been given to MARKFED as
corpus fund for prepositioning and distribution of different fertilizers to
PACS/LAMPCS/dealer network in the State.
(iv) 60% of fertilizers required in the season to be supplied to PACs/LAMPCs
channelized through MARKFED.
(v) Constitution of State level and district level committees to ensure smooth
distribution/sale of fertilizers to farmers.
