Parliament Question: District Level Programmes in Ahilyanagar

O.I.H. GOVERNMENT OF INDIA MINISTRY OF RURAL DEVELOPMENT DEPARTMENT OF RURAL DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 3707 ANSWERED ON 11/08/2026 DISTRICT LEVEL PROGRAMMES IN AHILYANAGAR 3707. Shri Bhausaheb Rajaram Wakchaure: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether it is mandatory to use the name and logo of the Central Government in joint Centre-State schemes like PMAY and PM- KUSUM; (b) whether the Government is aware of the alleged violation for not inviting public representative to district-level programmes in Ahilyanagar district; (c) whether any complaint has been received about Maharashtra Government promoting these schemes as purely State schemes, if so, the details thereof; (d) whether accountability is likely to be fixed on the officials found guilty of concealing the credit of the Central Government, if so, the details thereof; and (e) whether any fresh guidelines are likely to be issued to ensure compliance with the prescribed protocol, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a): The Department of Expenditure, Ministry of Finance has issued guidelines to preserve the All India Character of the Centrally Sponsored Schemes (CSSs) which provides that the core features of the CSS are unalterable; that name, logo, etc. are among the core features of the scheme. The guidelines of the Department of Expenditure are followed in implementation of the Pradhan Mantri Awaas Yojana-Gramin (PMAY- G). As per the scheme guidelines of the Pradhan Mantri Awaas Yojana-Urban (PMAY-U) and the revamped PMAY-U 2.0also, it is Page 1 of 2mandatory for States/UTs to ensure display of PMAY-U and PMAY-U 2.0 logo and beneficiary details on all houses constructed under the scheme. As per the scheme guidelines of the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM-KUSUM) scheme, the implementation is the responsibility of State Implementing Agencies and they are mandated to ensure publicity of the scheme and create awareness through advertisements amongst potential beneficiaries for the scheme. (b): The State Government of Maharashtra has conveyed that no violation has been reported regarding not inviting public representative to the PMAY-G programmes. Further, the State Government has informed that during a district-level programme organized in Ahilyanagar district on 22ndFebruary 2025 through video conferencing, both the Hon'ble Members of Parliament from Ahilyanagar district were invited to the programme, and they were present on the occasion. (c) & (d): No complaint has been received about the Government of Maharashtra promoting these schemes as purely State Schemes. (e): To ensure uniformity and ease in identification, the Ministry of Rural Development has issued guidelines regarding display of following details on the wall of the completed PMAY-G houses: Official Logo of PMAY-G; Name of the beneficiary; Name of Father/ husband; Category; Year of Sanction; Name of the village/ Block/ District; and Amount spent (a) assistance received, (b) self resources, (c) Total. In addition, under PMAY-Uand PMAY-U 2.0the scheme guidelines mandate the display of the PMAY-U and PMAY-U 2.0 logo along with the details of beneficiary embossed or engraved with the logo preferably in local language. The specifications include display of logo prominently in front of all housing units constructed under the schemes. The branding ensures openness & transparency in selection of beneficiaries and has qualities of inherent social audit. ***** Page 2 of 2
