Parliament Question: Domestic Manufacturing of Essential Construction Equipment

GOVERNMENT OF INDIA MINISTRY OF HEAVY INDUSTRIES LOK SABHA UNSTARRED QUESTION NO. 1525 ANSWERED ON 28.07.2026 DOMESTIC MANUFACTURING OF ESSENTIAL CONSTRUCTION EQUIPMENT 1525. SHRI DUSHYANT SINGH: Will the Minister of HEAVY INDUSTRIES be pleased to state: (a) whether the Government is planning any dedicated scheme to encourage domestic manufacturing of essential construction equipment in India, in light of India’s long-standing import dependency for crucial equipment required in the Mining and Construction Sector, if so, the details thereof; (b) whether the Government has undertaken category-wise estimation of the level of import dependency for heavy construction equipment in the mining and construction sector, if so, the details thereof along with quantum of forex outflows as a result of such imports; and (c) whether the Government has explored convergences with existing schemes to promote domestic manufacturing such as the Priority Sector Lending (PLI) scheme to encourage indigenous development and manufacturing of heavy construction equipment in India and if so, the details thereof? ANSWER THE MINISTER OF STATE FOR HEAVY INDUSTRIES (SHRI BHUPATHIRAJU SRINIVASA VARMA) (a): A Scheme for Enhancement of Construction and Infrastructure Equipment (CIE) to strengthen domestic manufacturing of high-value and technologically-advanced CIE was announced in the Union Budget 2026-27. (b): As per the information provided by Indian Construction Equipment Manufacturers’ Association (ICEMA), The Indian Construction Equipment Industry had an estimated import dependency of approximately Rs. 34,500 crore in FY 2024-25. Out of this, imports of fully built construction equipment accounted for Rs. 4,250 crore and the remaining nearly Rs. 30,250 crore comprised of imports of components and aggregates required for domestic manufacturing of construction equipment. (c): There is no such proposal at present. *******
