Domestic Pharmaceutical Manufacturers
2258. Shri Robert Bruce C:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the total number of domestic pharmaceutical manufacturers that have successfully
registered their production lines on the newly launched Form IA central digital pricing
database, batch-wise; and
(b) the details of the penal actions initiated by the National Pharmaceutical Pricing Authority
(NPPA) against distributors for overcharging or artificial retail stock withholding across Tamil
Nadu during the last four months?

(a): As per the Drugs (Prices Control) Amendment Order, 2026 notified by the Department of
Pharmaceuticals (DoP) vide S.O. 3516 (E) dated 30th June 2026, any existing manufacturer
producing the same new drug formulation whose retail price has been notified by NPPA in
preceding twelve months is required to follow the same retail price and intimate to NPPA under
Form-1A within one month from the date of launch. Form-IA does not mandate registering the
production lines or batches by the domestic pharmaceutical manufacturers.
(b): The National Pharmaceuticals Pricing Authority (NPPA) is entrusted with implementation
of Drugs Price Control Order issued by the DoP, from time to time. NPPA monitors the prices
of scheduled as well as non-scheduled medicines under DPCO, 2013 and takes action against
manufacturers found overcharging the consumers, based on the references received from
various resources including Price Monitoring and Resource Units (PMRUs), State Drugs
Controllers, samples purchased from the open market, reports from market data base,
complaints reported through the grievance redressal channels. The suspected cases of
overcharging received from above sources are examined and in case a prima facie case of
overcharging is made out, action is initiated as per provisions of DPCO, 2013.
During the last four months, NPPA has issued 103 demand notices to manufacturers
across the country including Tamil Nadu. Further, NPPA does not maintain state-wise record
of overcharging by pharmaceutical companies.
