Domestic Production of Fertilizers
1021: Shri Shyamkumar Daulat Barve:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the ongoing war between the US and Iran has impacted the import of
Crude Oil, Liquefied Natural Gas, and Feedstock supplies necessary for domestic
petrochemical and fertilizer production;
(b) if so, the details thereof regarding the actual domestic production of major
chemical fertilizers during the last five years and the specific production figures
recorded so far in 2026, year-wise; and
(c) the current gap between the actual national demand and total imports of fertilizers
in 2026, alongside the strategic measures being undertaken by the Government to
diversify import channels and secure the domestic supply buffer for the upcoming
cropping seasons?
ANSWER

(a to c): In view of recent global supply chain disruptions, Department has undertaken
measures to diversify import sources by exploring procurement opportunities from
various countries through engagement with Indian missions abroad. These measures
are aimed at strengthening the fertilizer supply chain, reducing vulnerabilities arising
from global market disruptions and ensuring the uninterrupted availability of fertilizers
in the country.
To mitigate the global disruptions and ensure uninterrupted supply of fertilizers, Long
Term Agreements (LTA) have been finalized between Indian fertilizer companies and
Saudi Arabian companies for the annual supply of about 31 LMT of DAP to India.
Similarly, Indian fertilizer companies have entered into agreements with Russian
suppliers for the import of about 26.50 LMT of DAP/NPK fertilizers in this year.
Moreover for supply of MOP, Indian companies have finalized agreements for 4.80
LMT in this year from Russia, Germany and Turkmenistan.The details of domestic and imported Natural gas consumption and details of Import
of Crude Oil is at Annexure-I. Further, the details of major chemical fertilizers
produced in the country during the last five years and the imports of Urea, DAP, MOP,
NPK for the year 2025-26 is at Annexure-II.
Also, following measures are taken by the Government every season for ensuring
timely, adequate and uninterrupted supply of fertilizers in the country:
i. Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers.
ii. On the basis of requirement projected by DA&FW, D/o Fertilizers allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
iii. The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Management System (iFMS).
iv. Regular Weekly Video Conference is conducted jointly by DA&FW and D/o
Fertilizers with State Agriculture Officials and corrective actions are taken to
dispatch fertilizers as indicated by the State Governments.
v. The distribution of fertilizers within the State is done by the respective State
Government.
Accordingly, the availability of fertilizers has remained adequate in the country
during the last five year i.e 2021-22, 2022-23, 2023-24, 2024-25, and 2025-26. The
information regarding requirement, availability and sales of fertilizers in the country
during the said period is placed at Annexure-III.
