Will the Minister of RAILWAYS be pleased to state :
(a) the number of places where the work related to doubling and
electrification of railway tracks is being undertaken under the
Raipur Railway division of Chhattisgarh at present;
(b) whether a proposal doubling and electrification of railway track
between Durg to Raoghat via Dallirajhara under the Raipur division
of south eastern railway division is pending with the Railway Board;
(c) if so, the time by when the work is likely to be started and if not,
the time by when it is likely to be approved; and
(d) if so, the details thereof?

(a) to (d) Railway projects are surveyed/ sanctioned/executed Zonal
Railway wise and not State-wise/Division-wise as the Railway projects
may span across State boundaries. Railway projects are sanctioned on-2-
the basis of remunerativeness, traffic projections, last mile
connectivity, missing links and alternate routes, augmentation of
congested/saturated lines, demands raised by State Governments,
Central Ministries, Members of Parliament, other public representatives,
Railway’s own operational requirement, socio-economic considerations
etc. depending upon throwforward of ongoing projects and overall
availability of funds.
Zone-wise/year-wise details of all Railway projects including cost,
expenditure and outlay are made available in public domain on Indian
Railway’s website. However, the details of doubling and electrification
in Raipur Division are as under:
In last 5 years i.e. 2019-20, 2020-21, 2021-22, 2022-23, 2023-24 and
current financial year 2024-25, 14 projects covering a length of 206 kms
costing ₹2683 crore falling fully/partly in the State of Chhattisgarh have
been sanctioned.
As on 01.04.2025, 26 projects(06 New Lines and 20 Doubling), covering
total length of 1,931 Km length, costing ₹31,619 crore, falling
fully/partly in the state of Chhattisgarh, are at various stages of
planning and implementation, out of which 1023 Km length has been
commissioned and an expenditure of ₹16,325 crore has been incurred
upto March’ 2025. The status of the work is summarized as:

Dallirajhara-Rowghat New Line (95 kms) - Dallirajhara to Taroki (77
kms) including electrification has been completed. Balance work from
Taroki to Rowghat (18 kms) has been taken up. In continuation,
Rowghat-Jagdalpur New Line (140 kms) has also been sanctioned at a
cost of Rs.3513 crore.
The doubling projects are taken up based on the line capacity
utilisation and traffic potential. Sanctioning of Railway projects is a
continuous and dynamic process of Indian Railway and railway
infrastructure projects are taken up on the basis of remunerativeness,
traffic projections, last mile connectivity, missing links and alternate
routes, augmentation of congested/saturated lines, socio-economic
considerations etc. depending upon liabilities of ongoing projects,
overall availability of funds and competing demands.-4-

The completion of any Railway project depends on various factors like
quick land acquisition by State Government, forest clearance by
officials of forest department, deposition of cost share by State
Government in cost sharing projects, priority of projects, shifting of
infringing utilities, statutory clearances from various authorities,
geological and topographical conditions of area, law and order
situation in the area of project(s) site, number of working months in a
year for particular project site due to climatic conditions etc.
