(a) whether the Government is working on a national mission to remove regulations that prevent
MSMEs from expanding into large companies and stifling their ambitions;
(b) if so, the details and the current status thereof;
(c) whether the biggest obstacle being faced by MSMEs is the adoption of technology;
(d) if so, the facts in this regard and steps taken to address this issue;
(e) whether Digital Excellence or Dx-EDGE is a platform to equip MSMEs with the tools and
knowledge for growth and if so, the details thereof;
(f) whether an ecosystem is needed for MSMEs to become future-ready, competitive and resilient;
and
(g) if so, the steps taken by the Government in this regard?

(a) to (d): To promote the transformation of Micro, Small and Medium Enterprises (MSMEs) and
support their expansion, the Government of India announced the revised definition of MSMEs in
Budget Announcements 2025 and the investment and turnover limits for classification of all MSMEs
has been enhanced to 2.5 and 2 times respectively. The revision will help MSMEs in achieving higher
efficiencies of scale, better access to capital and technological upgradation. Additionally, for adoption
of advanced technologies, a number of steps have been taken by Government of India, which includes
the following:
Ministry of MSME implements MSME Competitive (Lean) for the MSME Sector and the
objective of the Scheme is to enhance the domestic and global competitiveness of MSMEs
through the application of various Lean Tools and Techniques.
Ministry of MSME has set up 27 Technology Centres (TCs) in the sectors like general
engineering, automation, hand tools, plastics, auto parts, electrical & electronics, forging &
foundry etc. to support MSMEs with the relevant technologies.: 2 :
(e): Dx-Edge is a national initiative led by Confederation of Indian Industry (CII) with the support of
NITI Frontier Tech Hub (NITI FTH) and All India Council for Technical Education (AICTE) to
facilitate adoption of digital technologies by MSMEs.
(f) to (g): The Ministry of MSME is taking a number of steps in hand-holding MSMEs to become
future-ready, competitive and resilient. Ministry of MSME has launched MSE Green Investments and
Financing for Transformation (MSE-GIFT) and MSE Scheme for Promotion and Investment in Circular
Economy (MSE-SPICE) Schemes on 20.12.2023.
MSE-GIFT Scheme has an objective to provide institutional finance to MSEs at a concessional
cost to minimize or overcome the incremental cost of clean/green technologies coupled with adequate
technical handholding support for adopting environment sustainable projects, climate change adaptation
and mitigation technologies, while ensuring growth and competitiveness of MSMEs.
MSE-SPICE has a primary goal to promote resource efficiency, reduce environmental impact,
and enhance the competitiveness of MSEs.
