GOVERNMENTOF INDIA MINISTRYOF PANCHAYATIRAJ LOK SABHA UNSTARREDQUESTION NO. 3762 ANSWEREDON 12.08.2025 E-GOVERNANCE SERVICEIN TAMILNADU 3762.SHRITHARANIVENTHAN MS: Will the Minister of PANCHAYATIRAJ be pleased to State: (a) the detailsof the e-Panchayat Mission Mode Project(MMP); (b) the total number of Panchayats that have been covered under the project, State-wise includingTamil Nadu; (c) total financial allocation made for the implementation of the e-Panchayat MMP in Tamil Nadu and total funds allocated and utilised for digitization, infrastructure development and trainingof Panchayat staff,State-wise; (d) the steps taken to ensure the effective implementation of e-Governance services at the Panchayat level, including online delivery of services such as certificates, approvals and other administrative functions; and (e) the measures taken to ensure data security and privacy in the e-Panchayat system and how the system isbeingmaintained toensure long-term sustainability? ANSWER THE MINISTER OF STATE FORPANCHAYATIRAJ (PROF.S.P.SINGH BAGHEL) (a) & (b) The objective of the e-Panchayat MissionMode Project (MMP) istostrengthen e- Governance in Panchayati Raj Institutions (PRIs) across the country and enhance the transparency, accountability, efficiency, and effectiveness of service delivery and governance at the grassroots level. The project aims to automate internal workflows and core functions of Panchayats andbring about greatercitizen-centricity in theirfunctioning.Under the Digital India Programme, the Ministry of Panchayati Raj is implementing the e-Panchayat Mission Mode Project (MMP) across all States and Union Territories. One of the flagship applications under this initiative is eGramSwaraj, an online platform for planning, budgeting, accounting, and 1monitoring of works by Gram Panchayats. Additionally, integration of eGramSwaraj with the Public Financial Management System (PFMS) has enabled real-time payments to vendors and service providers, therebyenhancing financialtransparency andefficiency. The State-wise adoption status of eGramSwaraj for the XV Finance Commission including Tamil Nadu isprovidedat Annexure-I. (c) Under the e-Panchayat Mission Mode Project (MMP), nodirect funds are providedto the States. Instead, funds are allocated to the National Informatics Centre Services Inc. (NICSI) to provide central-level support for the maintenanceof e-Panchayatapplications. The Ministry is implementing Centrally Sponsored Scheme of revamped Rashtriya Gram SwarajAbhiyan (RGSA) w.e.f. financial year 2022-23 with the main objective for capacitating Panchayati Raj institutions (PRIs) through imparting training to Elected Representatives (ERs) and other stakeholders to develop their governance capabilities for leadership roles to enable the Gram Panchayats to function effectively.Training is also provided in areas related to the e- governance initiatives of the Ministry of Panchayati Raj (MoPR). Apart from training, the scheme also provide support to the States/ UTs to create Panchayat infrastructure like Gram Panchayat Bhawan, Computer and Co-location of Common Service Centres (CSCs) in Gram Panchayat Bhawan on limited scale. Details of Central Share released and fund spent by the States/UTs during last three yearsunderrevampedRGSAisplaced at Annexure-II. (d) Under RGSA, one of the key areas is digital enablement of Panchayats to improve service delivery, transparency, and administrative efficiency. The Ministry isimplementing the e- Panchayat Mission Mode Project (MMP) under RGSA, which has significantly enhanced transparency, efficiency, and governance at the grassroots level. The eGramSwaraj application, developed as part of the e-Panchayat MMP, has facilitated digital planning, accounting, monitoring, and online payments at the Panchayat level. The integration of eGramSwaraj with the Public Financial Management System (PFMS) enables real-time payments to vendors and service providers, ensuring seamless fund flow andreducing delays. Further, applications developed by the Ministry like MeriPanchayat have endeavored to bring transparency in Panchayat Governance by making information on planning, activities and progress of works in Panchayat accessible to public. For instance, Panchayat NIRNAY is an online application which aims to bring transparency and better management in conduct of Gram SabhasbyPanchayats. Furthermore, toensure ease of livingand qualityof life inrural areasof the country, the Ministry is supporting the States in co-location of Common Services Centres (CSCs) within Gram PanchayatBhawans and is being implemented inconvergence with the Ministry of Electronics & Information Technology (MeitY). Through CSC co-location, Panchayats are being equipped to offera wide range of e-governanceservices torural citizensat theirdoor steps. As a result of these efforts, the use of digital technology at the grassroots level has increased, transparency in planning and accounting has improved, and the online service delivery capacity 2of Panchayati Raj Institutions (PRIs) such as certificates, approvals and other administrative functionshassignificantlyenhanced. (e) To ensure the security and privacy of data collected through digital initiatives such as eGramSwaraj, the Ministry of Panchayati Raj has taken comprehensive technical and administrative measures, aligned with the security guidelines issued by the Ministry of Electronics and Information Technology (MeitY) and the National Cyber Security Policy of the Government of India. To safeguard thecollected data, the following measures have been implemented: 1. Data Dissemination and Masking: All data published through reportsanddashboards is appropriatelymaskedtopreventtheexposureofpersonallyidentifiableinformation. 2. Securityof Data at Rest: i. Serversare protected behindfirewalls, with strict accesscontrols. ii. Access permissions are role-based and assigned based on operational requirements. iii. Digital Signature Certificates (DSC) and login credentials are stored in hashed, non-reversible, andnon-human-readable formats. iv. Password policies are strictly enforced, including mandatory password changes every3monthsandcompulsory password reset onfirst loginfor newusers. 3. Secure DevelopmentandHostingPractices: i. Digital paymentordersare signed using secure DSCutilities. ii. Secureandupdateddevelopment librariesandtoolsare used. iii. Regular vulnerability assessments, OS patches, and infrastructure updates are conducted. iv. The application undergoes periodic security audits in accordance with MeitY guidelines. v. SSLencryptionisenforcedforallcommunications;HTTPtrafficisautomatically redirectedtoHTTPS. These measures ensure that the eGramSwaraj platform operates in a secure environment, protecting user data from unauthorized access, leakage, or misuse.
