(a) the details of the Gram Panchayats that have completed capacity-building, activities
under the Rashtriya Gram Swaraj Abhiyan (RGSA) during the last five years, social
class-wise districts of Uttar Pradesh;
(b) the details of funds sanctioned, disbursed and utilised infrastructural support like
Panchayat buildingsand digitalequipmentinthe state, year-wise;
(c) whether there is any impact evaluation has been carried out on the adopted
decentralizedplanning ande-governanceunderRGSA, if so, the findingsthereof; and
(d) the details of the steps taken to improve the effective implementation of RGSA in the

(a)& (d) Panchayat,being “LocalGovernment”,isa Statesubject andpart of the Statelist of
the Seventh Schedule of the Constitution of India. Thus the primary responsibility of
1strengthening grassroots level governance lies with States/UTs. However, Ministry has been
implementing a Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA)
with the major objective of Capacity Building & Training (CB&T) of Elected
Representatives, Functionaries and other stakeholders of Panchayats across all States/UTs
including Uttar Pradesh for improving Panchayat Governance. Under the scheme of RGSA,
Ministry provides support for CB&T of elected representatives, functionaries and other
stakeholdersof Panchayatsin differentcategoriesviz.basic orientationandrefresher training,
thematic training, specialized training, panchayat development plan training, e-Governance
training, etc. The components of RGSA, including CB&T are implemented by the States
/UTs, including Uttar Pradesh, through their existing institutional mechanisms. The
States/UTs are responsible for planning, executing, and monitoring these activities at the
grassroots level to ensure effective implementation. However, social class–wise CB&T
information is captured under revamped RGSA through the Training Management Portal
(TMP), based on the updates from the States/UTs. The social class–wise participants
providedtrainingunderRGSAinthe Stateof Uttar Pradeshisannexed.
The implementation of the scheme is closely monitored through meetings and video
conferences with State officials. The Central Empowered Committee (CEC) of RGSA, while
approvinga State’sAnnual Action Plan (AAP), considers the progress of implementation and
the utilisation of funds. States/UTs are regularly reminded tofurnish the requisite documents,
including Utilisation Certificates (UCs) and Auditor’s Reports, in accordance with Ministry
of Financeinstructions, for the regulationof fund releases.
(b) Rashtriya Gram Swaraj Abhiyan (RGSA) is a demand driven scheme and funds are
released to the States/UTs against total amount of Annual Action Plans (AAP) approved by
Central Empowered Committee. Funds under the scheme are released against the total
approved amount of the Annual Action Plan (AAP). The expenditure of the funds is
undertaken by the State in accordance with their priorities including those related to Gram
Panchayat Bhawans and Computers for digital enablement, within approved component of
AAPof the RGSA.
Under revamped RGSA, 1273 Gram Panchayat Bhawans have been approvedfor the
State of Uttar Pradesh, of which 1046 have been constructed. Additionally, all 3,145
computersapprovedunderthe revamped RGSAhave now beenprocured.

(c ) An external evaluation of the Revamped RGSA has been undertaken through the
Institute of Rural Management, Anand (IRMA). The study conducted a large-scale field
survey covering600Gram Panchayatsacross 120blocksin60 districts of 16 States,engaging
over 6,000 stakeholders, including Elected Representatives, Panchayat Functionaries, line
department officials, trainers/faculty, and State/District RGSA units. The broad framework
covered under the evaluation study of the scheme also includes preparation of Panchayat
Development Plan and e-Governance. The evaluations indicate that the scheme’s structured,
multi-layered capacity-building, combining classroom/thematic modules, exposure visits and
digital learning, has enhanced PRI capacities in Panchayat operations, planning and
implementation (including GPDP), digital governance, citizen engagement and financial
management. Post-training assessments record measurable gains in knowledge and practice,
supporting more effective localgovernance andthe Localisation of SDGs.
